2. CAVENDISH INTERNET-TDS UPDATE: According to Scott Brooks, Manager, State Government Affairs at TDS, Connect America Funds (CAF) are being used in Cavendish to improve Internet speeds.

 While the six “cabinets” (Tarbell Hill, Cavendish Pointe, Chubb Hill, Center Rd, Twenty Mile Stream and Cavendish Gulf Rd) are connected to the main office in Proctorsville with fiber, the connection to the home is still over copper.

 For those within three miles of a cabinet, speeds should be 25/3 Mbps with the potential to double once the system is fully in place. Those outside the three-mile zone will have lower speeds. However, this will be a consistent service, meaning you should receive the same speed regardless of time of day.

 The Tarbell Rd and Cavendish Pointe upgrades have been completed and some residents are opting for 100 Mbps service. Those in the villages are able to purchase 50Mbps.

The Center Rd and Twenty Mile Stream areas are in the final stages of connecting the new system and should be operational by June 1, while Chubb Hill and the Cavendish Gulf Rd are at the beginning stages, with the faster and consistent speeds not available until fall.

3. CAVENDISH RELATED NEWS

Proposed Hiking Trail will link Cavendish and Proctorsville: A year and a half ago, the Cavendish Planning Commission submitted an application to the Vermont Dept. of Forests, Parks and Recreation for plans to develop a hiking trail that would connect Pratt Hill Road in Proctorsville to Whites Hill Road in Cavendish through the Proctor Piper State Forest. The approximately mile-long trail will follow an existing old logging road that runs parallel to the train tracks and ends at the old train station on Whites Hill. It will serve as a means to connect the villages of Cavendish and Proctorsville that is not along Route 131. The state has provided preliminary approval of the project with some conditions including for the town to provide liability insurance. According to Tim Calabrese, vice chair of Cavendish Planning Commission, next steps for the trail include a site visit from VTrans in order to negotiate and secure a lease agreement and to identify where the trailhead and parking spaces would be located on the Whites Hill Road end in Cavendish. The Pratt Hill Road trailhead in Proctorsville would make use of an existing log landing area for that purpose. VT Journal

BRGNS To Hold Spring Rummage Sale: For over ten years Black River Good Neighbor Services has held a rummage sale twice each year at Fletcher Farm, 611 Route 103 South in Ludlow to raise funds for the area food shelf. This spring the sale will occur on Friday and Saturday, May 17th and 18th from 10 a.m. to 4 p.m. and Sunday, May 19th from 10 a.m. until 2 p.m. rain or shine. The BRGNS folks are now looking for volunteers to help set up and run the event. The sale will feature clothing, housewares, books, linens, furniture and all manner of goods. Volunteers are needed to set up and staff the sale. And we need lots of people to donate baked goods for the bake sale.”  FMI: Audrey at 802-228-3663.

Springfield Hospital Looks to the Future and Sees More Losses: Even after months of cost-cutting and leadership reorganization, Springfield Hospital still is expecting $5.5 million to $6 million in operating losses this fiscal year, administrators told Vermont’s health care regulator Wednesday. Hospital administrators also told the Green Mountain Care Board that they're still considering a potential partnership with Dartmouth-Hitchcock or another health system. And they haven't yet ruled out filing for Chapter 11 bankruptcy reorganization. After hearing those updates, the care board granted Springfield a budget adjustment that may allow the hospital to collect nearly $500,000 in additional revenue this year. But the hospital still has a steep hill to climb as administrators try to deal with debt and generate new revenue. VT Digger

Bears are Out Take Down Bird Feeders: Black bears have awakened from their winter slumber and are once again roaming the landscape looking for food. Vermont Fish & Wildlife is asking the public to help keep Vermont’s bears wild by removing any potential food sources that would cause them to associate people with food. Press Release

 

4. CAVENDISH’S 9TH ANNUAL TOWN WIDE TAG SALE: With spring-cleaning well underway, make a special box for items to sell at the 9th Annual Cavendish Town Wide Tag Sale. This will take place on Saturday July 29 from 9-2. 5. TIPS TO STAY SAFE & HEALTH ON GREEN UP DAY: Cavendish’s Health Officer, Doris Eddy, wants to remind everyone who is “greening up,” whether it’s on May 4th , the official Green Up Day, or at another time, of the following:

• Stay safe in the sun even if it’s cloudy: Use plenty of sunscreen with an SPF f 30 or higher; protect your face and eyes from the sun with a hat and sunglasses; cover up with long sleeves and long pants.

• Be careful near roadways: Review road safety rules with children before you head out; wear light or bright-colored clothing; work facing oncoming traffic.

• Know what to do with needles: Tell children to get an adult if they find a needle. To dispose of a needle: 1) Use gloves and pliers or tongs to pick up the needle. 2) Place the needle in a thick plastic container, screw the lid on a tape it shut with duct tape. 3) Write DO NOT RECYCLE on the container and toss it in the regular trash.

• Be tick smart: Protect yourself with a EPA registered insect repellent and wear long pants; Check your whole body for ticks when the day is done; Remove any ticks as soon as you can using tweezers; Watch for symptoms of tick borne illness and tell your doctor if you feel sick.

Cavendish Internet: TDS Update

Recently we had a chance to catch up with Scott Brooks, Manager, State Government Affairs at TDS, about where things are with the implementation of their Connect America Funds (CAF) project in our area.

 In 2017, TDS announced that it was expanding broadband to more than 1,000 locations in Vermont thanks to CAF. An average of $263,655 a year was to be allocated for 10 years to bring most of TDS customers in Vermont to broadband speeds of 25 Mbps down and 3 Mbps Up (25/3). Those in more challenging geographic locations, or in the “pucker brush” as Brooks likes to refer to them, will receive broadband services at lower speeds of 10/1 and 4/1 Mbps.

One of the things that Brooks stressed was that these speeds will be consistent, regardless of time of day, as a result, even with lower speeds than desired, the service should be much improved. Brooks gave his own home as case in point, I have 7M at my home from Consolidated and my kids play Xbox and talk to their friends while my wife and I are on our computers and/or using Wi-Fi for our cell phones.

The new system eliminates the “back haul” issue, which was responsible for clogged lines so that speeds could significantly vary by time of day.  

While fiber is being wired to the six cabinets that serve Cavendish and Proctorsville along with the central office (Tarbell Hill, Cavendish Pointe, Center Rd., Twenty Mile Stream, Cavendish Gulf Rd and Chubb Hill) it will be a copper over system to the home from the cabinet.

When asked why not wire fiber to the home, which is what VTel provides to their landline customers, Scott said that their continued research shows that the majority of customers purchase 25/3 or lower service so it’s not worth paying the extra money to wire fiber to the homes only to have customers opt for plans with lower speeds.

In addition, it is now possible, once the system is in place, to use “pair bonding” and “vectoring” to more than double speeds. In fact, there are now TDS customers in Cavendish who are getting speeds of 100M using these techniques. If you are within the 3-mile zone of a cabinet (listed above) you will be able to receive 25/3M with slower speed plans still available. Note that TDS customers in the villages are currently receiving flyers for 50M service for $39.95 when bundled with phone.

Broken down by “cabinets” this is where things are today into the fall:

Tarbell Hill/Cavendish Pointe: This area was upgraded 2 years ago and some subscribers are opting for 100 Mbps and getting it.

Center Rd/20 Mile Stream: All the wiring is done and they are starting the mergers. This will happen between midnight and 6 am and should be operational by June 1. Local techs are doing this.

Cavendish Gulf Rd/Chubb Hill: They are just now doing the wiring to the cabinets from the Central Office. Merging should start this fall, with improved speeds to follow.

Cavendish Town Wide Tag Sale 2019

The 9th Annual Cavendish Town-Wide Tag Sale will be held on Saturday July 27, 2019 from 9-2.

 The Cavendish Town Wide Tag Sale began in 2011 as part of the town’s 250th anniversary’s yearlong celebration. Because it was such a hit, Cavendish Connects has continued to sponsor it. It takes quite a bit of time to coordinate this event, therefore we are asking the Cavendish community to help support Cavendish Connects by making a donation now, the day of the sale or shortly thereafter, which can be done from the CC’s donation page

VENDOR INFORMATION

• The sale will be concentrated along Main Street (Route 131), with both village greens available.

•  Anyone setting up on a village green is responsible for bringing all supplies and removing all trash and items that did not sell by the end of the day.

• Secondary areas will be off High Street in Cavendish Village and Route 103, Twenty Mile Stream and Depot Street in Proctorsville. Those along High Street, Route 103, Twenty Mile or other areas should think about signage.

• Signage will go up two weeks before the event.

• Vendors from other towns can participate in the sale but they must pre register and pay a fee of $15.

Special Traffic Considerations for the upcoming week: Alternating one-way traffic patterns may occur at the location of active construction operations. A speed reduction zone  (40 MPH) will be put in place throughout the length of the daily active construction zone. Speed limit reduction signs will be taken down at the end of each work day, and the speed reduction will not be in effect during non-work hours.

2. CAVENDISH FLOODING: Heavy rain and melting snow caused flood damage through out Vermont, with an estimate of $2 million in damages to public infrastructure. Gov. Scott believes that Vermont likely meets the damage threshold for federal assistance.

Initially Monday morning, it appeared if some homes would need to be evacuated and once again the Cavendish Shelter, now located at the Cavendish Baptist Church, was immediately brought on-line. With food, a place to sleep and take a shower, the shelter was ready to accept anyone who needed assistance. Fortunately it wasn’t needed.

The Meadow Brook Bridge on Twenty Mile Stream washed out, but it was repaired and operational by the next day.

Unfortunately, Greven Field was not so lucky. While the Green Monster still stands, fencing is damaged along various pieces of grounds keeping equipment, play structure, the liner for the ice-skating rink and more. Without flood insurance, the Recreation Dept. does have some funds it can use, but will also need community support to help bring back the fields to playable condition.

On Friday, April 19, from 4-7 pm, there will be an impromptu work evening. Please bring tools marked with your name and anything you think might help. According to Rec Director Terry O’Brien, There is lots of general cleanup to be done as well as work on the fields. This will likely be one of many so if you can't make it you'll have another chance. We obviously want to have the fields ready for play and the grounds safe for use as quickly as possible. Feel free to come down anytime there's always something to do. Remembering Dr. Bont: It is with sadness that we note the passing of Cavendish’s last physician, who created the Black River Health Center. Dr. Eugene Bont died at home on April 13 at the age of 88. We extend our deepest sympathies to his wife Phyllis and his family. To learn more about this remarkable man’s life, go to Remembering Dr. Gene Bont.

CTES Principal’s Contract to be Determined at the GMUSD Board Meeting: This coming Thursday, April 25, under “New Business,” the Green Mountain Unified School District (GMUSD) board will deal with CTES Principal Contract Recommendation.  The meeting begins at 6 pm and will take place at CTES in Proctorsville. Both the Chester Telegraph and the Vermont Journal contain articles about a parents petition to request that Beaupre’s contract renewal be delayed.  

Cavendish Green Up Day: On the first Saturday in May, Cavendish will join hundreds  of communities throughout Vermont to support the 47-year-old tradition of picking up roadside trash accumulated over the previous winter.  No special gear is required to join this family friendly event,  just the desire to pitch in and clean up unsightly litter from the town roadsides.  Come to the Proctorsville Green with a friend or family members on Saturday May 4 to pick up special green trash bags, protective gloves and your road assignment.  The big sweep begins at 9:00 a.m. and ends at noon with a free town-sponsored barbecue on the Proctorsville Green.  Hot dogs, hamburgers, chips and soda will be on hand.  In case of a downpour, Green Up Day will be held on Sunday May 5.  FMI: Diane McNamara at the Town Office at 226-7292.  

Congratulations to Lisa Marks: Proctorsville resident Lisa Marks completed her 20th Boston Marathon on Monday. She runs for the Dana Farber Cancer Center and over the years has helped to raise millions for the fight against cancer. Congratulations Lisa on a job well done.

Fletcher Farm School Announces Summer 2019 Schedule: Cavendish residents are entitled to half off for a class. You will need to provide proof of residency from the town office. The Fletcher Farm School for the Arts and Crafts in Ludlow, Vt., is pleased to announce the classes comprising the school’s summer schedule, which offers more than 50 classes in a variety of disciplines. Their website has been updated with more information on the summer classes. Some spring classes are still available.

Green Mountain Power to go 100% Renewable by 2030: At its Every Day is Earth Day event, the president and CEO of Green Mountain Power announced a plan to go completely green. "We are stating right here, right now, today, that GMP is committing to a vision that is going to produce 100% carbon-free energy for Vermonters by 2025 and 100% renewable by 2030," Mary Powell said. The company currently operates at 90% carbon-free and over 60% renewable.  Powell said not to expect rate hikes. NBC

4. CAVENDISH TO HOST COMPOSTING WORKSHOP: Southern Windsor and Windham Counties Solid Waste Management District in conjunction with the Cavendish Energy Committee and the town of Cavendish will host a workshop specifically about composting Thursday, May 2, 2019 at 6:30 p.m. in the Cavendish Town Office meeting room, 37 High St.

Recycling legislation passed by the Vermont legislature affects us all when it comes to recycling food waste. Basically, that recycling involves composting. The rules are mandatory, but what exactly does that mean? And how can we as Vermont residents best comply with the new rules?

Cat Buxton of Grow More, Waste Less – Food Systems Consulting will lead the workshop. Buxton works to connect communities and empower individuals to effect positive food system change. She is also a consultant in compost systems design, instruction, and support, dealing with food scraps, organic matter, and yard waste. She will tell us about establishing and improving our recycling systems for organic waste. Her presentation will be about 45 minutes long with time afterward for questions.

As a bonus, at the workshop you may purchase Soil Saver composters for residential use. Please bring cash or a check because there will be no way to process credit cards.

Audience questions will be welcomed and encouraged during the presentation. Residents of Cavendish and any other town are invited to attend. Composting is great for the garden, it’s great for the yard, and it’s now the law. To sign up for the workshop, please call 802-674-9235 or email mobrien@swcrpc.org. If you’d like to purchase a composter but not attend a workshop, go to www.vtsolidwastedistrict.org for an order form and details. While sign up is encouraged, walk-ins will be welcomed.

MAY 2 (THURSDAY): Composting Workshop at the Cavendish Town Office 6:30 pm. Free and open to the public.

MAY 4 (SATURDAY): Green Up Day. Meet at the Proctorsville Green at 9 am. BBQ on the Green at noon. FM: Diane McNamara 226-7292.

MAY 14 (TUESDAY): Cavendish Connections Tech Cafe, 6-8 pm at the Cavendish Town Library in Proctorsville. Bring your smart phone, laptop, tablet (iPad) to learn how to use them as well as how to use Facebook, Instagram and other social media sites. This will be free and open to the Cavendish community.

MAY 25 (FRIDAY): Ludlow Farmer’s Market begins

SEPTEMBER 14 (SATURDAY): VT Golden Honey Festival. 10-4 Part craft fair, part food festival, the VT Golden Honey Festival is a community favorite. Located on the lawn of the Golden Stage Inn, 399 Depot St. in Proctorsville. Proceeds of this event will benefit VT Coalition of Runaway and Homeless Youth (Ludlow and Proctorsville.
