BLACK RIVER WATER SAMPLING:  Bacteria levels in the swimming spots sampled all looked pretty good, with the exception of 20' Hole in Reading...there was a report of substantial rainfall within the 24 hours prior to sampling, and the bacteria report reminds us to stay out of the water any time it's not clear and/or for 24-48 hours after a heavy storm. Keep in mind After heavy rains, stay out of any body of water for at least 48 hours to avoid the risk

of getting sick from contaminated water.

1. CAVENDISH SELECT BOARD MEETING 7/13/26: The video of the July 13 Cavendish Select Board (SB) meeting is available at the Okemo Valley TV Website. Unapproved minutes will br posted to the Town’s website.

Approved/Action Taken

• Tax rate for FY 2026-2027-per $100 of property: Fire District 1 (Proctorsville) Homestead 3.2236 and Non-Homestead 3.1402; Fire District 2 (Cavendish) Homestead 3.1233 and Non-Homestead 3.0399. Wondering why the Homestead rate is higher than the non-homestead rate, the Chester Telegraph tries to explain it in their article Explainer: Why is the homestead tax rate higher than the non-homestead rate this year? The answer lies in the Byzantine calculations the state uses to fund education spending.

• Use of the Proctorsville Green for Honey Festival on Saturday Sept. 5

• Closure of Depot Street for “A Midsummer Night’s Salsa Dance” 5-9:30 on August 8 (Saturday).

• Allocating funds up to $2,000 for the organizing of “A Midsummer Night’s Salsa Dance” on August 8. Note: There are special town funds to assist with organizing town events.

• Allowing the selling of goods at the Concerts on the Green (Wednesday nights)

• Appointment of Diane McNamara as Trustee of the Cavendish Family Fund

• Special events permit Liquor License to Singleton’s for an event on August 15.

• Appointing the Fire Chiefs of both Cavendish and Proctorsville Fire Departments as Fire Warden until further clarification is given by the state. Act 162 took effect July 1,  which removes the town appointment of fire warden powers and designates the town Fire Chief as the new Warden. Because the town has two different districts/municipalities, a ruling is needed by the state to determine if one or two fire wardens are needed. For burn permits, contact the fire chief in your respective district. Cavendish isn’t the only town trying to understand this change. Check out the VP article New law makes fire chiefs the new forest fire wardens.

• Three cemetery lot sales in Hillcrest Cemetery, Proctorsville

• Vermont 100 Endurance Race July 17-19 will go through northern parts of town-Brook Road, South Reading Road.

• Filing for a Municipal Planning Grant for the Town Plan Update

• Sale of 341 and 343 Greven Road Extension

• Requesting that the Planning Commission amend the sub division bylaws passed at the March 2026 Town Meeting, so that they are easier to understand; and much easier for simple sub divisions. A new process for the town and property owners, the implementation of the bylaws  has proven challenging and costly for those trying to do simple divisions.

• Upgrading the town’s Building Permit, which have remained unchanged since 1972.

• The process of implementing Olivia Braucht’s project to replace/revitalize the existing Cavendish Green playground with sustainable equipment suitable for all ages. • New Principal for CTES: The Green Mountain Unified School District has appointed Angela Cartier as the new principal of CTES. Cartier is a Cavendish resident, with a child who is a student at the school. She has currently been principal of the Grafton Elementary School.

• Springfield Hospital plans to close its adult day program, leaving caregivers fewer respite options:Springfield Hospital has announced it will close its long-running adult day program on Sept. 30. These programs provide supervised care and activities for adults with physical and cognitive disabilities, and offer respite for caregivers.

Today is the 3rd anniversary of the 2023 floods. A special thank you to all those who helped out during the flooding and the weeks and months afterwards. 

CVFD SIREN TESTING: Starting Monday July 13, the Cavendish Volunteer Fire Department will be testing their siren the second Monday of every month at 9 am.  

TOWN OFFICE CLOSED JULY 14: The Cavendish Town Office will be closed on Tuesday, July 14th, 2026 during regular business hours, 9 a.m. - 4:30 p.m. We will be processing new tax bills for FY26-27. Thank you for your patience and understanding.

1. 16TH ANNUAL CAVENDISH TOWN WIDE TAG SALE. Cavendish’s Town wide Tag Sale is Saturday July 25 from 9-2. Begun in 2011 as part of the town’s celebration of its 250 birthday, we’re now 265 years old and going strong.

The sale takes place on the villages, byways and highways of Cavendish and Proctorsville. This year, Efficiency Vermont will be joining us, with their array of freebies to help you reduce your energy bill along with the VT Dept of Health, with My Healthy VT Kits. They will both be on the Proctorsville Green. Both fire departments will be serving lunch-Proctorsville will have a BBQ on the Green while Cavendish will have pulled pork at their Fire Hall.

Black River Valley Resources (BRVR) will be distributing free Go-kits and information to help those in the community be better prepared for disasters. They will be by the gazebo on the Proctorsville Green. The Cavendish Historical Society, (CHS) and Cavendish Connects will be also located in this area. CHS will have a lot of freebies, as well as books and other items for sale.

Please note that Cavendish Connects volunteers a lot of time to make this event happen, as well as provide weekly news and much more. Show your support by leaving a donation when you’re at the tag sale this year.

Vendor space is free for those who live in the town, run a business here and non- profits serving the community. Vendors from other towns can participate in the sale but they must pre-register and pay a fee of $15.

• CTES PTG celebrates gift from Fairway Fundraising VT Journal

• Gerry Grimo and the Easy Bay Jazz Ensemble to play CCCA Concert Series: Gerry Grimo and the East Bay Jazz Ensemble has a performing history dating back to its founding in Rhode Island, in 1976. Its musical ensemble style is reminiscent of the classic dance bands and show bands of the mid-20th century. In fact, many of the ensemble’s musical arrangements of the swing, blues, R&B, vocal, and jazz classics in its repertoire come from that time period.

• Host families needed for International Exchange Students: The Ludlow Rotary Club continues its 33 year history of hosting international students for a full high school year.  We are currently looking for two to three host families to share the hosting of an international student for the upcoming school year. The Rotary club provides a monthly allowance for the student as well as monthly trips that allow respite for the host families, and additional experiences for the student It is a wonderful opportunity to open your home to a new culture, and share our local culture with a high school-age student. • Poll: Only 13% of Vermonters say state is affordable; 4 in 10 likely to move: Many Vermonters are feeling priced out of Vermont, according to a new Green Mountain State Poll from the UNH Survey Center’s “States of Opinion” project. Only 13% of people surveyed say Vermont is an affordable place to live. 86% of people say otherwise. Four in 10 people say they’re likely to move outside of Vermont in the next five years. That’s largely the case for people ages 18 to 34 — 60% of them want out. They cite the cost of living and high taxes as the main drivers.

WISHING EVERYONE A SAFE AND ENJOYABLE 4TH OF JULY WEEKEND. Closures: The Cavendish town office, state offices and many federal offices are closed today July 3rd. The Cavendish Library while open today, will most likely have reduced hours as will UPS, FedEx, and banks. The Post Office and Black River Good Neighbors are closed on the 4th but the Cavendish Transfer Station will be open.

JULY 4TH ACTIVITIES: 9 am Reading of the Declaration at Super Roasted Coffee House, 73 Depot Street, Proctorsville. Bruce McEnaney will be the revolutionary with the important news. 10 am Ludlow Parade. 11:42 am Margo Caulfield will be doing a talk on Betsy Ross at the Ludlow VT celebration at Veteran’s Park. SUPPORT BRENDAN MCNAMARA’S CANCER JOURNEY: A little over two weeks ago, former Cavendish and Ludlow Town Manager and current Proctorsville firefighter Brendan McNamara received a cancer diagnosis of urachal adenocarcinoma, which has already required a large copay, several trips to Dartmouth Hitchcock Medical Center, and trips to Dana-Farber Cancer Institute in Boston. Brendan will be facing surgery and a recovery in the next few weeks that will require him to be out of work for an extended amount of time. There will be many more trips to Dana-Farber and Dartmouth and follow up for the foreseeable future. Money raised will go directly toward the costs that cancer brings to a family and allow Brendan to be out of work and spend time recovering without worry. To support Brenddan and his family, you can donate online; mail a check to Brendan and Miranda McNamara at PO Box 144, Cavendish 05142 or drop off a donation at the Proctorsville Fire Dept. on Tuesday nights. This fundraising effort has been organized by Denise Hughes, Lisa Marks and Bobby Glidden.

• Cavendish Town Water Consumer Confidence Report: The report is a snapshot of the quality of the water provided in 2025

• August Primary-Warning and Sample Ballots: The statewide primary will take place on Tuesday, August 11. Voting in Cavendish is at the Proctorsville Fire Station from 10-7. Sample ballots and warning is available at the Cavendish town website.

• Cavendish Select Board Minutes for July 1: This special meeting was called to approve a second class liquor license and a tobacco license for Singleton’s Store, who had been unaware that their license needed to be renewed. Both Singleton’s and Outer Limits request for a first class liquor license were both approved.

• Cavendish July 1 Planning Commission Minutes and minutes of the July 1 Hearing on 1052 Main St. Proctorsville

•  Changes in Fire Warden: As of July 1st. Act 162 takes effect in Vermont, which removes the town appointment of fire warden powers and designates the town Fire Chief as the new Warden. For towns with multiple fire department coverage, the selectboard designates one Chief as the new warden. The Cavendish Selectboard will address this at the next Scheduled meeting. • New Vermont laws for July 1: Concert tickets, cannabis and soda cans VT Public

• Vermont lawmakers tried to curb license plate surveillance. Police found a way around it. State lawmakers clamped down on the use of automatic cameras to track vehicles by their license plates years ago, and Vermont police have told the Legislature they no longer use such surveillance.    But behind the scenes it was a different story: They just reached across state lines to do it, according to a data analysis by VTDigger.  Vermont police departments conducted over 100 license plate searches since 2023, surveilling people under investigation when they traveled out of state, according to data VTDigger obtained through public records requests.

FIRE CHIEF ROBERT GLIDDEN RETIREMENT PARTY: On Tuesday, June 30, from 4:30-6:30 p.m., the public is invited to the Proctorsville Firehouse, 513 Main Street, to honor retiring Fire Chief Robert W. Glidden for his 56 years of service with the Proctorsville Volunteer Fire Department (PVFD), 33 years as chief. At 6:30 p.m., Chief Glidden will take part in the time-honored tradition of the “drive home,” and will enjoy his ride home on Engine 2.

1. TORNADO PLAN: According to a report from WCAX, while Vermont averages one tornado a year, three have already been experienced, one in Williamstown on April 16 and two on June 18th in Woodstock and Lincoln.

Cavendish has experienced tornadoes with the most recent being in 2023. While we hope we don’t have one any time soon, it’s important to be prepared. Following are guidelines from the National Weather Association’s “ What to do During a Tornado” which can protect you and your family.

Acting quickly is key to staying safe and minimizing impacts.

Stay Weather-Ready: Continue to listen to local news or a NOAA Weather Radio to stay updated about tornado watches and warnings. Register for VT Alert to stay informed and check the Cavendish VT Facebook page for updates.

At Your House: If you are in a tornado warning, go to your basement, safe room, or an interior room away from windows. Don't forget pets if time allows.

At Your Workplace or School: Follow your tornado drill and proceed to your tornado shelter location quickly and calmly. Stay away from windows and do not go to large open rooms such as cafeterias, gymnasiums, or auditoriums.

Outside: Seek shelter inside a sturdy building immediately if a tornado is approaching. Sheds and storage facilities are not safe. Neither is a mobile home or tent.  If you have time, get to a safe building.

In a vehicle: Being in a vehicle during a tornado is not safe. The best course of action is to drive to the closest shelter. If you are unable to make it to a safe shelter, either get down in your car and cover your head, or abandon your car and seek shelter in a low lying area such as a ditch or ravine.

In the event of such an emergency, check the Cavendish VT Facebook page for current information. The Cavendish Baptist Church is the town’s emergency shelter.

2. HEAR THE DECLARATION OF INDEPENDENCE: Two hundred and fifty years ago, many colonists learned about the Declaration of Independence by hearing it read at their local coffee houses. One of the earliest readings took place at the Merchant Coffee House in Philadelphia. People of all socio-economic statuses went to these houses for their favorite beverage, food and most importantly, the news of the day. The seeds of Revolution were planted in the coffee houses of the day.

The Cavendish Historical Society (CHS), in conjunction with Super Roasted, located at 73 Depot Street-the coffee house in Proctorsville, will be re-enacting how many would have first heard about the Declaration. A special reading will take place at 9 am on July 4th at SuperRoasted. A great way to kick off the nation’s 250th birthday.

Continuing the 250th birthday, CHS, with the help of community members Becky Plunkard, Shirley Clark and CTES 6th graders, have been placing painted rocks throughout the town. You'll find them in the cemeteries, graves of Revolutionary soldiers, town parks, and various historic locations. The search begins July 3 and goes throughout the summer. Please take all the pics you want, but leave the rocks until the fall.

All the rocks are painted red, white and blue with the exception of three. Honoring both the flag of the Green Mountain Boys and Vermont’s first flag as an independent republic, it is now the official flag of the VT Army and Air National Guard. • Fire Chief Glidden passes the baton to Deputy Chief Glidden: VT Journal

• Spree of sudden closures highlights vulnerability of Vermont’s independent pharmacies: Three independently owned pharmacies abruptly shut down last month and a fourth is soon to follow, according to the company director Jeff Hochberg of Smilin’ Steve’s. The closures are just the latest hit to Vermont’s rural pharmacy infrastructure. Over the past 17 years, the state has lost about a third of its pharmacies, according to data from the Office of Professional Regulation. The most recent casualties — in Ludlow, Springfield and Quechee — were owned by Smilin’ Steve Pharmacy.

• Questions raised over reach of Vermont emergency alert system: Cavendish is part of VT Alert. People can sign up for VT-ALERT online for  warnings about floods, fires, traffic impacts and more. The system is voluntary, and some worry that more rural parts of the state do not have access. VT Alert is  used by state and local responders to notify the public of emergencies.  Those include, but are not limited to, evacuation information, chemical spills, shelter-in-place alerts, severe weather advisories, boil water advisories, and roadway interruptions. Residents can tailor alerts to specific locations, types, and devices on which they receive notifications. WCAX

• ‘Act 46 all over again’: Gov. Phil Scott signs education reform bill, kick-starting a familiar process for voluntary school mergers: Twenty groups of school districts will start mulling over voluntary mergers come Oct. 15. Vermont’s decades-long effort to consolidate school districts moves ever forward. School boards and administrators beginning this fall will have a year to explore new voluntary district configurations before a vote is teed up for participating school districts on Town Meeting Day 2028. Under H.955, the state’s 119 districts are organized into 20 groupings. Each school district will send a current board member to participate in their assigned merger committee group by Sept. 15. The study committees will be led by an outside facilitator, who will be tasked with creating contiguous school districts with a minimum of 2,000 students. Each committee is expected to begin its work by Oct. 15. A final report is due by September 2027 from each merger committee, with recommendations as to whether it is “advisable or inadvisable” to form a new school district. Cavendish is in group 7, which includes the towns in the TRSU (Cavendish, Ludlow, Chester, Andover, Baltimore and Mt Holly) plus Springfield. H.955 directs the facilitators to consider new districts that emphasize local elementary schools and regional middle and high schools, and that provide each student with universal access to career technical education. • Policy governance wheels still spinning at GM board Act 170 merger talks begin by Oct. 15: The Green Mountain Unified School District (GMUSD) Board spent a fair amount of time at its Thursday, June 18 meeting grappling with whether to continue with “policy governance” in a district that may not exist in a few years. The board also selected representatives to a school merger committee under the new Act 170.  The committees will work with facilitators to study possible mergers with other nearby districts to create a unified union district with 2,000 or more students. Representing GMUSD will be: Lisa Sanders (Cavendish rep and board chair), Lois Perlah and Jerry Ucci (alternate). Chester Telegraph
