Proctorsville Market on the Green  4-7 pm. Paula Boyle will be playing on the Green. The Cavendish Historical Society is honoring the 250th anniversary of the start of the Revolutionary War with a “taste of history” this month. This week will be blueberry jam made with maple syrup from the market’s vendor Jim Siberling on Common Crackers. If you haven’t tried your hand at “Grace’s, the popular colonist game, check it out. Culvert Crawlers are in town! On Monday, July 21, we will once again have Dartmouth students working with us on culvert, ditches and drains. Please drive carefully if you are in the area.

Black River Water Testing: According to Black River Action Team, As of Wed 7/16, all swimming holes showed excellent bacteria levels! As always, it's recommended to avoid swimming for 24 hours after heavy rain and any time the water is cloudy.  The number is how many colony-forming units of bacteria are present in a grab sample of 100 mL of water; the EPA's safe upper limit is 235 cfu/100mL. 1. CAVENDISH SELECT BOARD MEETING 7/14/25: A video of Monday night’s Select Board (SB) meeting is available at the Okemo Valley TV website and the unapproved minutes are at the town website.

Discussion/Findings

• Proctorsville Canal beaver dam: Discussion continues on beavers and the wet land that runs parallel to route 131, behind the homes in Proctorsville village.  The SB will site visit and the homeowners, who are concerned about the beaver dam impacting their property, will work with Black River Action Team (BRAT) to try and resolve this issue.

• 413 Brook Road: The homeowner’s concern is the pitch of the road and loosing property. Don’t have a price for the town to fix it but most likely it would require grant support . The SB and homeowner agreed to start by painting the swalel, looking into what’s needed and replacing the upper culvert.

• Approved FY26 Sewer Budget from the June Meeting of $215,053.

•  Update on Old Town Garage: Received results from the spring testing of the area that was contaminated by a diesel spill in 2023, which was caused by a robbery. Tests were negative but the state has asked for one more round of testing. Petroleum Clean Up is paying for the testing.

• Municipal Planning Grant Presentation/Discussion- Martha Harrison of Mt Ascutney Regional Commission MARC) went over the town’s Capital Program and Budget. The Agency of VT Agency of Commerce and Development requires towns to have a six year plan with year one being the capital budget and a multi-year capital program, which outlines potential capital projects, their costs, and financing methods. Such projects include paving, culvert replacement, water and sewer upgrades, changes at the transfer station etc. Harrison provided information on funding and grant opportunities. It is up to the SB to adopt the plan, after a public hearing. Adoption doesn’t commit the town to it, rather it’s an advisory plan but a good tool to help identify what’s needed and how to obtain it.

•  Proctorsville Village Green Parking: There isn’t an ordinance about parking around the green, other than the winter ban on overnight parking. With the increase in AirBnBs, there is more need for parking in the villages. One particular house on Main Street is parking multiple vehicles on the Green, which reduces parking for those attending events on the Green or local businesses. The board discussed expanding the winter overnight parking ban to full year and to possibly include all town property.

•  Public Hearing Date for Subdivision Regulations: August 11 (Monday) at 6 pm. An additional hearing may be held.

• Hillcrest Cemetery Fence Replacement: An anonymous donor would like to replace the Cemetery fence, which would include a plaque honoring two people buried there.

• VT 100 Endurance Race: July 19-20 A small portion of the race goes through Cavendish. Note that many of the participants of this race came to Cavendish and supported us with food and clean up crews following the 2023 floods.

• Managers Report: Fuller has completed paving Depot St. The base layer has been done for Quent Phelan Rd. The town is switching from Casela to Alva for waste hauling as the price is lower.  A separate contract for recycling is currently being worked on. 

• 250th Celebration: If the town wishes to celebrate the 250th anniversary of the signing of the Declaration of Independence in 2026, planning should begin soon.

 

2. IT’S TOWN WIDE TAG SALE TIME: Saturday July 26th is the 15th Annual Cavendish Town Wide Tag Sale from 9-2. Lots of interesting vendors this year. On the Cavendish Green there will be several vendors with very large sales, including one couple coming with a trailer of stuff from New York. Across the way, the Cavendish Fire Department will be offering pulled pork sandwiches with all the trimmings.

On the Proctorsville Green, the Proctorsville Fire Department will be holding their annual BBQ on the Green. New this year, the Department’s child car seat inspector will be on hand to do free safety checks. The junior Fire Fighters will be hosting a tag sale.

The Cavendish Historical Society (CHS), Cavendish Connects and Black River Valley Resources (BRVR) will be set up by the Gazebo. CHS will have a variety of their books and T shirts for sale, in addition to free copies of their Cemetery Guide. BRVR will be offering free “Go Kits” to those who live in the towns of Cavendish, Ludlow, Mt. Holly and Plymouth. These kits are designed to be grabbed as you head out the door in emergent situations.

There will be many vendors all over the roadways and byways of Cavendish. Check out the website for locations and what people have for sale. Lots of good deals to be had.

• GM Board finds no Open Meeting violation but agrees to Open Meeting training

• If your child is attending one of the TRSU Schools (CTES, GMUHS): Dear TRSU Community, As shared with you in previous messages, PowerSchool, a third-party vendor we use for managing student and employee information, experienced a data security incident on December 28, 2024. It is important to note that our local systems were not affected. However, certain information from our district stored on PowerSchool's Student Information System (SIS) may have been compromised. PowerSchool is offering two years of complimentary identity protection services and credit monitoring services to students and educators who enroll by July 31, 2025. For the third year in a row, Northern Vermont was once again impacted by flash floods on July 10.

Proctorsville Market on the Green  4-7 pm. The Cavendish Historical Society’s is honoring the 250thanniversary of the start of the Revolutionary War with a “taste of history” this month. This week will be Switchel made with maple syrup from the market’s vendor Jim Siberling. For centuries, many people who work outside in the heat of summer swear by this chilled combination of maple syrup, apple cider vinegar, water and ginger. Be alert: Culvert Crawlers are in town! On Monday, July 14, we will once again have Dartmouth students working with us on culvert, ditches and drains. They will be working in the afternoon, upper Brook Road and South Reading Road and will be wearing the Culvert Crawler vests so please drive carefully if you are in the area.

Cavendish Tax Rate: At Wednesday night’s  Select Board meeting, they approved the following new tax rate: The homestead rates in both fire districts have increased by $0.26 per $100 of property value in fire district 1 (Proctorsville) and $0.24 per $100 of property value in fire district 2 (Cavendish). The non-homestead rates increased by $0.07 per $100 of property value in fire district 1 and $0.05 per $100 of property value in fire district 2.

Swimming Weather! This week’s water testing results from Black River Action Team (BRAT).  Our swimming holes are looking good (though please keep an eye on the local and regional weather, because heavy rain upstream can lead to increased bacteria levels where you want to swim): Amherst Lake: 1 cfu; Buttermilk Falls: 11; Cavendish Gorge: 23; Lake Pauline: 5l; Lake Rescue: 6; Tolles Dam: 21; Twentyfoot Hole: 5. The EPA notes that 235 cfu (colony-forming units of bacteria) in a 100 mL water sample is the upper limit for safe contact. Always avoid swimming in water that is murky or cloudy, and for 24 hours after a heavy rain.

1. BE STORM SAVVY-THUNDERSTORMS: Given the intensity of recent thunder storms-there were two lighting strikes in our area-we've had some questions about what is and isn't safe to do during such storms. Who knew that a high percentage of lighting-strikes (a third of all strikes) take place in the home. Is it safe to take a shower, do the dishes during a thunder storm?

When a thunderstorm is raging, lightning can strike a house and travel through its plumbing to strike you, making showering during a thunderstorm an unsafe practice. This is true even if you have plastic pipes because water is a good conductor of electricity. That’s also true if you’re bathing, washing dishes or washing your hands — all unsafe activities to do during a thunderstorm. 

To protect yourself from a lightning strike, refrain from showering for at least 30 minutes after the last thunder roll you hear. The most dangerous times for a lightning strike are immediately before and immediately after the storm. Lightning strikes can commonly extend 10 miles out from a thundercloud. So, if you’re able to hear thunder, you’re still within that strike distance.”

• Joanne Gilcris 1937-2025: Passing away peacefully on July 5 at her home, Joanne was a big part of the community from a very early age, working at Singleton’s store, volunteering for the Cavendish Ambulance, driving the Town school bus and then a founder of Gilcris Enterprises Incorporated with her husband Richard in 1962. A memorial service will be held on July 19 (Saturday) at 11:00 AM at the St James United Method Church in Proctorsville. The Ceremony will begin at 11:00am followed by a burial. There will be a Celebration of Life at the Proctorsville Fire Hall directly following the services. In lieu of flowers, the family requests that donations in  Joanne's memory be made to the St James United Methodist Church.

• Cavendish Resident Wins 2025 Bremer History Prize: Aitana Sevile, thanks to the generosity of the community, was able to attend National History Day in College Park, MD, having won first place in Vermont for her category.  She won the National Park Service Outstanding Entry Medal at the National History Day. A graduate of CTES, and a 7th grader at GMUHS, she is now the 2025 Bremmer History Prize winner.  The winning entry showed that the author had considered and relied on access to a wide range of important evidence including the National Archives,” said Paul Bremer. “It was also important to the prize committee that she had studied and showed the importance of class action lawsuits.”

• After historic flooding, many Vermont towns still awash in red ink and repairs: In southern Vermont, Cavendish reported $2 million in road damage in 2023 but didn’t receive the first of its FEMA reimbursements until the end of 2024. Two years later, it’s still seeking the remaining $500,000. “People say, ‘Aren’t you glad the flood’s over?’ but it’s not over in our office,” Cavendish Town Clerk Diane McNamara said. “It has been a budget challenge.” VT Digger

• Barbara Dickey Bench dedicated at the Cavendish Library: A bench was dedicated in honor and memory of Barbara Dickey outside the Cavendish Fletcher Community Library on Monday.  Barbara was an avid reader who loved books and learning. She also was a very active Cavendish community member. She and her friends started the Cavendish Community Fund investing in community improvements and events. She also served on the Cavendish School Board for a number of years. Chose a good book and sit outside on Barbara’s Bench. That way you can fondly remember her and enjoy both nature and reading, just like she always did!

Everyone is invited to enjoy the music, and grab a bite at Murdock’s on the Green or something to-go from Singleton’s Store. The concert is free, but donations are welcome. The Cavendish on the Green Concert Series is made possible by the Cavendish Community and Conservation Association (CCCA) and the Town of Cavendish. • Cavendish Select Board Meeting 6/30/25: At a special meeting of the SB, the following action was taken: Approved the Delinquent tax note of $225,000 for 1 year at 5.75% from Mascoma Bank. Approved and signed the Tax Anticipation Note of $300,000 for 6 months at 5.5% interest from Mascoma Bank. Town Treasurer, Diane McNamara said that she had just received the State education tax rate and they will need to have another board meeting to approve the tax rate calculations.

• Cavendish Municipal Water System Report: The 2024 Consumer Confidence Report for the Cavendish Municipal Water System is now available at the town’s website. If you have questions, contact Rick Chambers at 802-226-7291 or e-mail cavtm@cavendishvt.org

• Town Office Closed July 10: he Town Office will be closed on Thursday, July 10, 2025 from 9 am to 4:30 pm in order to print tax bills. We will be open regular hours the other days that week and apologize for any inconvenience.

• History of Cavendish by Lois Wheeler is now on-line. This history was written in 1952 and includes very interesting maps and photographs. Note that when you open the site, it appears blank. Just scroll down for the book.

• Gypsy Reels Kicks off CCCA Summer Concert Series in Proctorsville on Wednesday July 9.

Governor Scott Signs Education Bill: The transformation is far from guaranteed. Lawmakers first need to agree on a new school district map before proceeding with other facets of the law. VT Digger

US Department of Education withholds millions in funding for Vermont school districts: The $26 million in federal grant funding supported after-school and summer programs, professional development for teachers and staff, as well as English language instruction for students. Funds for these programs were supposed to be distributed on July 1. But the U.S. Department of Education alerted the state Agency of Education they were holding the funds back “on the evening of June 30,” according to a press release by the Agency of Education. • Eagle Times Suspends Operations: The Eagle Times announced it is suspending operations, saying it is “not able to achieve business results sufficient to make the paper financially viable,” according to an email sent out Monday. The announcement comes three weeks after the newspaper ceased printing its three-days-per week print edition, which Eagle Times owner Jay Lucas attributed to the sudden departure of key employees last month. 1. CAVENDISH 15TH ANNUAL TOWN WIDE TAG SALE: A month away, we’re gearing up for another successful town wide tag sale. 2. CAVENDISH RELATED NEWS

• Sandra Stearns (1939-2025): It is with sadness that we post the passing of Sandy Stearns, one of the early members of the Cavendish Historical Society. She was Cavendish's own Laura Ingalls Wilder. Her "Little House" book was called "Cavendish Hillside Farm 1939 to 1957” and she made time to read it to the students at CTES. As can be seen in her obituary, Sandy was very involved in her community be it church, school or town governance (she was a select board member). Her children invite everyone to join them at a short graveside service at the Center Cemetery in Cavendish at 10:00 am on Saturday, June 28th which will be followed by a Celebration of Life at the Proctorsville Fire Department. In lieu of flowers, the family requests that donations be made to the Proctorsville Fire Department, PO Box 81, Proctorsville, VT 05153. Please note that the Cavendish Historical Society will have copies of Sandy’s book at their booth at the Friday Market in Proctorsville, at the Museum on Sundays 2-4 pm and at the Town Wide tag Sale day, July 26th. They will be located at the Gazeboo on the Proctorsville Green.

 Kimberly A. Henry (1964-2025): Kim was that reassuring presence when we took our ailing pets to Springfield Animal Hospital. For many, she was the one who helped them through some difficult choices they had to make for four legged family members. At Kim’s request no public service will be held.

• Free Summer Meal Kits for Kids: Available for any household with children 18 & under, the TRSU Summer Farm to School Café provides free summer meal kits for kids. Pick up is at GMUHS on Thursdays from July 3-August 7, 1:30-4:00 pm. Each kit will include a combination of bulk and ready-to-eat items equivalent to 7 days worth of breakfast and lunch per child. Please specify number of children, pick up site and any allergies or dietary restrictions when you register. Sign up must be received by noon on Saturday in order to collect the following Thursday. • Summer Reading Program at Cavendish Library: Summer Reading is here and this year's theme is, "Color our World." Starting July 1st, join us for fun and colorful activities that can be done on any day or time the library is open!  Stop by any Tuesday, Wednesday, or Friday between 9am-6pm to see what arts, crafts,or games we have in store. We even have some activities running all summer long (rock painting, community mosaic posters, coloring sheets, etc.). Then join us August 19th at 6PM for an evening of folk and fairytales, myths and legends, with Simon Brooks, which is sure to be fun for all ages!
