Discussed

Speed Limit in Proctorsville Village: SB member Sandra Russo, who lives in the village, made a motion for a 25 MPH speed limit. The motion was not seconded so did not pass. Chambers noted that the lights by the school are now working and the principal has been trained how to keep them operational.

Green Up Day: This will take place on May 3 (Saturday). See item 4 below

Culvert Crawlers: Students from the University of Vermont and Dartmouth came to the Black River Valley to work with Black River Action Team’s (BRAT) Culvert Crawlers program and Cavendish Connects. Two areas in Cavendish, that had damage from the ice storm, were cleared of downed limbs as well as maintenance work on culverts and ditches.

Paving: An RFP has been issued for repaving on Depot St. in Proctorsille and Quent Phelan Road.

Events Planning: Trevor Barlow, who owns the former Crows Corner building on Depot St in Proctorsville, talked to the board about a series of events he’d like to hold in an effort to bring more people into the area. Among the events would be a weekly Farmer’s Market on the Proctorsville Green, a 20 mile race through Cavendish this fall that would finish at his farm on Twenty Mile Stream, and four seasonal events.

ArtEscape: The Cavendish Historical Society, Cavendish Connects, the Cavendish Library and Trevor Barlow, a business owner and member of the Cavendish Community Fund (CCF) are seeking a VT Humanities Grant to hold a series of events throughout the year including a film series as well as art related workshops.

Commemorating America’s Semiquencentennial (250 years): While activities are underway honoring the 250th anniversary of the start of the American Revolutionary War, the Governor has asked all towns to plan activities for the anniversary of the signing of the Declaration of Independence in 2026. Cavendish needs to decide how this will be celebrated.

2. APRIL SHOWERS BRING MAY FLOWERS WORKSHOP: Actually it was a snow storm, causing the cancellation of the Cavendish Historical Society’s (CHS) April Paper Flower workshop. To celebrate springtime, CHS has rescheduled the workshop for May 10, from 10-12 at the Cavendish Community Library in Proctorsville.

Participants can make a wide variety of flowers from various types of paper. Since the celebrations are now underway celebrating the 250th anniversary (Semiquincentennial) of the start of the Revolutionary War-Cavendish has many Patriots buried here-it’s a good time to learn how to make a wide array of red, white and blue flowers.

The workshop is free, open to the public with projects for all ages and abilities and has been made possible in part thanks to the Cavendish Community Fund. FMI: margocaulfield@icloud.com or 802-226-7807.

3. CAVENDISH 15TH ANNUAL TOWN WIDE TAG SALE: Can it really be our 15th year for the Town Wide Tag Sale? What started as a special event for the town’s 250th anniversary continues to be a great way to bring the town together.

As you continue, or  begin spring cleaning, put aside items for the Annual Town Wide Tag Sale, which will take place on July 26 (Saturday) from 9-2.  Space is available for free on both of the town greens for Cavendish residents, property owners and businesses, along with non-profit groups that serve the community.

To register for a space on the green, or if you have questions, please call 802-226-7807 or e-mail cavendishconnects@gmail.com Website

4. CAVENDISH GREEN UP DAY/CULVERT & DITCH CHECK: For Green Up Day on Saturday May 3, there are two ways to participate:
• Sign up for your route at the Cavendish Town Office Entry Way and pick up a bag (or two). Make sure to fill in which routes you will be “greening.”  You can do this at any time, even when the office is closed, until May 11.
• On May 3, meet at Svec Park (Proctorsville Green) starting at 9 am for a route, gloves and bags. As a thank you to volunteers, sandwiches and a beverage will be available at the Gazebo between 11 a.m. and 1 p.m.

Green Up bags can be taken for free to the Cavendish Transfer Station until May 11.
As you Green Up, please clean ditches of debris and check culverts. If you see a problem with a ditch or culvert, or find items too big to remove, call the Town Office 802-226-7291.  If you need help cleaning a specific culvert or ditch, contact Black River Action Team (BRAT) for Culvert Crawler assistance. culvert.crawlers@gmail.com

Know before you go: Wear long pants, bright colors and good walking shoes. Tics are out so plan accordingly in your dress and repellants. Walk facing traffic and be aware of blind corners. Don’t let children handle needles or sharp objects.

                                                           July 25, 2025

Two weeks prior to the sale, we post vendor item pictures on the Cavendish, VT Facebook page.

The Cavendish Town Wide Tag Sale began in 2011 as part of the town’s 250th anniversary’s yearlong celebration. Because it was such a hit, Cavendish Connects has continued to sponsor it. It takes quite a bit of time to coordinate this event, therefore we are asking the Cavendish community to help support Cavendish Connects by making a donation now, the day of the sale or shortly thereafter, which can be done from the CC’s donation page

The following information is provided for vendors:

• The sale will be concentrated along Main Street (Route 131), with both village greens available.

•  Anyone setting up on a village green is responsible for bringing all supplies and removing all trash and items that did not sell by the end of the day.

• Secondary areas will be off High Street in Cavendish Village and Route 103, Twenty Mile Stream and Depot Street in Proctorsville. Those along High Street, Route 103, Twenty Mile or other areas should think about signage.

• Signage will go up two weeks before the event.

• Vendors from other towns can participate in the sale but they must pre-register and pay a fee of $15.

• Those who wish to register for space at the Greens, or have their site listed on the vendor list (on-line only) should send an e-mail to cavendishconnects@gmail.com or call 802-226-7807. Please note that the more information you can provide about what you have for sale, the more shoppers you will attract.

1. THE COMMUNITY/TOWN PARTNERSHIP: CARING FOR CAVENDISH CULVERT, DITCHES & DRAINS: In order to help reduce flooding risks in Cavendish, it’s important that there is a community/town partnership. With over 750 town culverts, spread over 39.7 miles, our small town crew can’t check every one each year, let alone clear out the ditches that feed into the culverts and drains.

Note: If a ditch or culvert is on your property, it is your responsibility to maintain them.

Please review the basics below and either download a copy of Be Storm Savvy, or pick up a copy at the town office or from the Cavendish or Ludlow Libraries.

Don’t Pitch in the Ditch: Keep ditches clear of items that can prevent water from moving including: snow; sand; dirt; grass clippings leaves & branches; trash; hazardous materials (e.g. pet waste, oil & gas, paint and pesticides & fertilizers.

Instead:

• Clear out culverts/ditches every spring and fall

• Look through your culvert with a flashlight to make sure it’s clear

• Take household hazardous waste to HHW Depot at the Alva Waste Transfer Station in Springfield (1050 Charlestown Road) .This service is available on Tuesdays and Thursdays only, from 9am to 12pm, from May through September. All appointments must be made at least 24 hours in advance. Call 802-674-9235

Check for Damage: Look for wear or damage to culverts on, or next to, your property. If you see any damage, make repairs or contact the town (802-226-7291) to clarify your responsibility.

• Check for cracks, misalignment and blockages

• Openings should be free of sediment, rubbish and debris

• Remove any obstructions you can see including large branches, overgrown fencing and any other barriers

• Be safe and smart. Don’t enter water higher than your ankles if you can’t see the bottom, only use hand tools (rake, shovel, broom)

• Work in pairs or teams when you can.

IF YOU NEED HELP CLEARING A CULVERT/DITCH: The Black River Action Team (BRAT) now has a free service-Culvert Crawlers to assist those in need of help. The Crawlers are organizing a work day on Green Up Day-May 3 (Saturday) to help where it’s needed with culverts, ditches and drains. Please e-mail culvert.crawlers@gmail.com by April 25 if you are in need of help.

VOLUNTEERS NEEDED: If you’d like to help by being part of the Culvert Crawlers, e-mail  culvert.crawlers@gmail.com

GREEN UP DAY IS A GOOD TIME TO CHECK DITCHES, CULVERTS AND DRAINS

2. GMUSD BOARD VOTES DOWN CAVENDISH SELECT BOARD CANDIDATE: The recent town vote in March did not yield enough votes for a candidate to fill the Cavendish vacant position on the Green Mountain Unified School District (GMUSD) board. Wendi Doust McNaughton, a teacher and a mother to two students at CTES, filed an application to fill the vacancy. Donovan Nichols also filed an application. At the recent Cavendish Select Board (SB) meeting on April 7th, Nichols said that he was running for the position as he thought a lot of misinformation was being given out. He said that he works supporting disabled adults, and grew up in the special education system and was concerned about the program. While recognizing that both were outstanding candidates, the board voted unanimously in favor of McNaughton. However at the GMUSD board meeting, that followed shortly after the SB decision, the board approved Donovan by a vote of 5-4. SB unapproved minutes are available at the Town Website.
