1. RETURN OF THE FLOODS: Monday’s combination of snow melt and heavy rain resulted in many people feeling anxious and concerned. A high stress day for sure. Fortunately, with the exception of two roads, Cavendish Gulf Rd and Knapp Pond, the town was okay. Note: All roads are now open.  Basements once again needed to be pumped out in various locations and Greven Field served its purpose as a flood plain. Singleton’s reported that while they were again flooding, they were open for business. The Cavendish Shelter was open briefly on Monday to accommodate families that were concerned about rising water and by Tuesday was offering sump pump, dehumidifiers, flood recovery kits etc. Fortunately, few needed these supplies. More than one person noted, “we dodged a bullet.” 

• The Cavendish Gulf Rd and Proctorsville Gulf are different: A major source of confusion this week. The Cavendish Gulf, a dirt road, runs from 103 (Chester) to Mill St. that takes you to 131 in Cavendish. This is a town road and was closed to thru traffic for repairs.  It reopened yesterday. The Proctorsville Gulf refers to the stretch of 103 (a state road) that goes through Proctorsville.  

• Register for VT Alert: If you want to know about approaching storms, road conditions, hazards etc., register for VT Alert at www.vtalert.gov  Cavendish is now part of this alert system. You can receive personalized alerts via phone, text or email about emergencies that affect you, where you travel etc.

• Post-flood legal clinics to continue monthly: Vermont Law and Graduate School’s (VLGS) Entrepreneurial Legal Lab and Legal Services Vermont have been working in collaboration to assist Vermont business owners affected by the summer 2023 floods. The January 2024 Ludlow clinic will be held on Thursday, Jan. 11, from 1-4:45 p.m., at the Fletcher Memorial Library, 88 Main Street in Ludlow. Individuals can come prepared to the clinic with pictures of before and after the flood if accessible; receipts of repairs, replacement items, and lodging if displaced from flooding; insurance information, including a reply or settlement from insurance after a claim was submitted; household income information; any documents sent to or received from FEMA or the SBA; log-in information for your FEMA Disaster Relief account (if you have one); and any additional notes about damages, losses and impacts from flooding. This effort serves as a lifeline for affected individuals and businesses and reinforces Vermont Law and Graduate School’s dedication to fostering practical legal education and community engagement.

 

2. OPEN POSITIONS FOR ELECTED OFFICIALS (2024): If you are interested in filling one of the 2024 elected town positions, pick up a petition from the Cavendish Town Office, which need to be returned by 5:00 pm on Monday, January 29th, 2024. Positions available are as follows: Town Moderator (one year term); Town Agent (one year term); Auditor  (one, two and three  year terms); Select Board (2 one year terms and 1 three year); Town Grand Juror (one year); Library Trustee (five year); Trustee of Public funds (1 and 3 year terms); and GMUSD Director (1 three year term)

• Robin Bebo-Long Retires from CTES: After spending more than 20 years teaching at CTES, Robin Bebo-Long’s last day of work was Wednesday. Many will remember her 6th grade plays, trips to Keewaydin and much more. We wish her the best in a well deserved retirement.

 Kendall to Resign from the GM Board: After one year of a three year term, Scott Kendall, representing Andover is resigning his position on the Green Mountain Unified School District Board (GMUSD) as “the school board gets nothing done.” He not only doesn’t support the he does not support the district budget and questions why the costs are so high “for such a low level education for our kids.” “I really love that school,” Kendall told The Telegraph on Wednesday morning, “I graduated from it, but to see how it’s gone down hill … it’s sad.” The Chester Telepgraph

1. CAVENDISH SELECT BOARD MEETING 12/11/23: Select Board (SB) meetings are taped by Okemo Valley TV and available at their website. Unapproved minutes for Monday’s meeting are available at the Town’s website.

Prior to the SB meeting, a hearing was to be held on the proposed Energy section of the Town Plan. However, due to missing the deadline for sending notices to surrounding towns, it became an information meeting. Unapproved minutes from the meeting are available at the town website.

• Correct errors found in the 2023 as Billed Grand List for  Parcel #1R06-148.02: Omission of education tax billing

• Accepting Carlton Rd Survey by Gary Rappanotti and doing away with the Class 4 status. This will allow a building permit to move forward

• VT Alert: This allows Cavendish to provide personalized alerts via phone, text or email about emergencies. This is part of the state’s alert system. People can register for the service by going to vtalert.gov

• Begin the process of adding Park Place( dirt road behind Murdock’s & Outer Limits in Proctorsville) to the town roads as a class 3 road.

• Shannon Devereux to serve as the liaison to the Planning Commission

• Request that the Planning Commission look into the issue of short term rentals and provide recommendations

• First budget meeting has been set for Dec. 21st (Thursday) at 6 pm at the town office

• Voting 2024-Agreed that voting by Australian ballot for the town budget basically would kill Town Meeting. However, town meeting hasn’t been well attended in previous years. To permanently change to Australian Ballot would require a town vote. The board has until the end of January to make a decision about this coming year’s voting.

• Short Term Rentals: Anything less than 30 days is considered a short term rental. During peak times, there is more demand for town services including water and emergency services. While Cavendish has always had short term rentals, passing an ordinance raises the question of who does the enforcement. If something does happen, the potential it places the town in a vulnerable position.

• Academy Building: Rick Chambers has contacted a survivor to determine what’s town property, however, it makes no sense to have a survey done if the business restriction isn’t lifted  from the deed.  The owner, Reese Brown  will develop a letter for himself,  Preservation Trust, and the Town to sign, which would remove the restriction against residential use first.

• Back roads are currently in a muddy rutty mess due to the thaws. Roads crews are working to make repairs

• Continue working with FEMA and reimbursement. Currently the town has spent  $1.91 million on this event. Still have guardrails and paving that will be done in the spring. Still accepting pictures of the flood, which should be texted to 802-738-6445

• ARPA: The ARPA Committee is meeting to finalize applications next week and will forward them to the Board for consideration.

• Maren Muter will be running the hot chocolate tasting for Sunday's (Dec. 17) "A Christmas Carol" Open Studio. 3-5:30 at the former Crow's Bakery at 73 Depot St. Proctorsville. Learn more about Maren’s interest in all things chocolate at That Chocolate. The Golden Stage Inn is making cookies to go along with Maren's hot chocolate and there will be lots of opportunities to make various types of Victorian ornaments.  This event is sponsored by the Cavendish Historical Society thanks to a grant from the Cavendish Community Fund. This is free, open to the public and suitable for all ages.

• CTES Snow Sports Program - Critical Need for On-Mountain Volunteers: 60 students have signed up for the program and we need 2 more snowboard volunteers and 5 more ski volunteers so that we can meet the required student to adult ratio. You get a free full day lift ticket for the day. You ski/ride with students from 12:00-4:00 each day. Our program day are Tuesdays in January and February. Even if you can only volunteer a few dates, that would be so helpful! • The once-flooded ski town of Ludlow is back in business. Just bring your own groceries. VT Digger

• Owner of multiple Ludlow businesses arrested following indictment on federal bribery charges: Troy Caruso owns five restaurants and a golf course in Ludlow. He’s charged in New York state with bribing an official in order to receive a $3.55 million contract. VT Digger The Chester Telegraph is also covering this story.

• Kate Lorenz Fund issues first gifts: As the year draws to a close, many thanks are extended to the generous friends of The Kate Lorenz Memorial Community Fund, founded in 2022 in honor and in memory of Kate Lorenz, who lived her 42 years with sparkling passion and generosity. One of the recipients of the gift awards for 2023 is the Cavendish Fletcher Community Library. Chester Telegraph

Fletcher Farm School to Take a Pause in 2024: In light of various challenges (financial, personnel and dismal 2023 season), the The Society of Vermont Artists and Craftsmen (SOVAC) Board has made the difficult decision to press pause to reset and regroup during the 2024 season. This temporary status will allow our Board of Directors and small volunteer staff to focus on attaining the support and the resources we need to re-open with a new vision in 2025.Update from the SOVAC

1. MAKING MERRY- A CHRISTMAS CAROL OPEN STUDIO: “A Christmas Carol,” by Charles Dickens, was written as a social commentary on the deplorable conditions of England’s poor, He selected this format as being far more appealing than a tract, which many would have ignored. Cash strapped from his American tour, Dickens also thought this was a good way to raise money for his growing family, and besides it was the right time of year for a good ghost story.

Dickens didn’t make much money from the sale of his book-the binding was very expensive-but he left the world a richer place, with an endearing yearly tradition. Given the events of the last five months, following the July floods, his messages of charity and hope are quite appropriate.

In keeping with the spirit of this famous tale, the Cavendish Historical Society is hosting a Dickens’ Christmas Carol Open Studio on December 17, Sunday, at the former Crows Corner Bakery, 73 Depot St. in Proctorsville from 3-5:30.  It will feature a variety of workshops, including wreath and ornament making, and hot chocolate tasting.

This event is free and open to the public. It’s been made possible from a grant from the Cavendish Community Fund and with the support of the new owners of Crow’s. For more information, call 802-226-7807 or e-mail margocaulfield@icloud.com

 

2. WATER FOR EMERGENCY PREPAREDNESS: If you haven't stocked up with emergency water, you'll need 1 gallon per day for each family member. The Cavendish Baptist Church now has water available for this purpose. Stop by and pick it up. Use the back entrance. The water is available just inside the church.

As we noted in last week’s update, there is a good chance of heavy wet snow, knocking out power this winter. Please be prepared by making sure back up heating system work; you have sufficient supplies of food, water, medicines etc. in the event you are without power for an extended period of time. If you are in need of assistance with heating your home, or have other needs, contact Black River Good Neighbors Services (BRGNS) 802-228-3663 .

The Cavendish Shelter, the Cavendish Baptist Church, will be set up as a warming station if power is lost for an extended period of time. Openings/closings of the shelter are posted to the Cavendish VT Facebook page. You will be able to take a hot shower, charge devices, free WiFi, have a hot drink and a bite to eat 24/7 for the duration of an extended outage.

• GM board members spar over misconduct allegations: What was ostensibly a review of the board’s ethics code and behavioral norms following complaints about the actions of at least two members of the Green Mountain Unified School District board turned into a tense discussion of a single member’s creation of images that he emailed to one other board member and to himself using his school email address. The complaints from the public have apparently centered around two board members’ reactions to the Chieftain controversy, either criticizing on social media those private citizens who have been fighting to have the name jettisoned from the high school or creating images to skewer the efforts to defend it. The member who some tried to censure, Steve Perani of Cavendish, survived the censure vote but was excoriated by several board members and defended by others. Chester Telegraph

• CTES KEEC Calendar Fundraiser: These make great stocking stuffers. It is time for  the Cavendish Town Elementary's Annual fundraiser for KEEC!!! Our 5th and 6th graders need to raise all of the money to get to their end of year trip to KEEC (Keewaydin Environmental Education Center)...a week-long educationally based sleep away camp! Many Businesses and Community members have donated CASH and PRIZES towards this calendar. The calendar cost just $10 per ticket and gives you 34 chances at winning. 1.CAVENDISH PUBLIC HEARING: Town Plan Energy Chapter: The Town of Cavendish invites the public to a hearing to discuss the draft Energy Chapter to be included in the Cavendish Town Plan. 2. SCAM ALERT: Vermont State Police warns of scam calls impersonating troopers: The Vermont State Police is warning the public about scam phone calls in which the caller is purporting to be a member of the Vermont State Police. Reports to the state police indicate the imposter tells the recipient of the call that his or her identity has been compromised. The number that appears on Caller ID is the main line for the state police’s Westminster Barracks, although the calls are not originating from this location. These calls are not from the Vermont State Police. If anyone receives such a call, they should hang up or not call back at the number provided, and instead telephone their local VSP barracks to confirm the authenticity of the message. VSP reminds the public never to give out personal information or to pay money, obtain gift cards or money orders, etc., in response to unknown or suspicious callers. Medicare Scams: With “open enrollment” for Medicare now underway, this is a time when criminals are very active, to say nothing of insurance companies. The best tool available for identifying coverage plans is the website www.medicare.gov, which provides detailed information on all available plans in your state allowing comparisons of costs and benefits. Scammers are seeking to take advantage of seniors by posing as Medicare agents. These imposters identify themselves as officials with Medicare and are looking for two things: money and information. A caller may state that there is a problem with your Medicare account, there are free benefits you can access, you are eligible for a new Medicare card; the list goes on. Medicare does not contact beneficiaries by phone, text message, or email unless you have an existing connection or issue being addressed. If someone reaches out to you in any of these ways, report the contact by calling 1-800-MEDICARE (800-633-4227). For detailed, accurate information, contact the Senior Medicare Patrol for Vermont at www.vermontelders.org or 888-865-2683.

My name is Adrienne Williams, I am a member of the Green Mountain School Board and Chair of the Restructuring Committee.

This evening a survey went out to the school board representatives of your town asking them to order a list of the priorities related to the restructuring of the GMUSD assets from the highest priorities to the lowest with the purpose of using this information to guide the committee's discussion and actions along with guiding data analysis.

This survey is the second part of a two part survey with part one having asked your representatives to list out priorities important to their respective towns constituents regarding the use of GMUSD assets

The resulting list of issues that fall within the committee's purview is as follows:

-Cost ( reduce cost, reduce taxes, equalize pupil cost across school)

-Location (close to home, ease of access)

-Right size building classrooms (decrease student numbers at CAES and increase numbers at CTES

-Increase opportunities for different types of classes at all schools

-Building closures

ARPA Minutes: The ARPA (American Rescue Plan Act) Committee has been meeting to discuss and make recommendations to the Select Board on how to spend the approximately $400,000 the town is receiving from ARPA. At the  meeting on Tuesday, Nov. 21, the committee reviewed the final round of applications and voted to approve the following proposed projects:

 Barbara Dickey - submitted a revised budget requesting $58,000 for the purchase and first year operation of the Gethsemane Church for a community center

• Cavendish Streetscapes – requests $10,000 for benches for the Proctorsville Green and the Cavendish playground behind the Town Office

• Town Office – requests $24,800 for digitizing the parcel maps

• Town Office – requests $36,000 for building upgrades for ADA compliance

The Committee discussed what the remainder of the funds could be used for and what role the ARPA committee might play. The Cavendish Select Board has the final approval on ARPA funds use. Minutes are available at the Town website

Chieftain hearing seems to inch forward but questions remain

Family and community are top priority for Singleton’s: Dan and Alison Singleton were in line to become the third generation of owners to run Singleton’s General Store on Main Street in Proctorsville, to take effect on Aug. 1. The young couple, parents of three small boys, were ready to put down roots and take on the day-to-day responsibilities of running the infamous store, a Vermont destination known for selling “whiskey, guns, and ammo” since it opened in its current location in 1978. But, before the final paperwork was signed on Monday, July 10, Dan and Alison found themselves watching the waters of the Black River rise, as a raging storm hit Proctorsville and surrounding towns, causing major flooding and damage throughout the region. • Mentoring Workshop: Interested in being a mentor to a child in Cavendish? Windsor County Mentors will be holding a workshop on Dec. 5 (Tuesday) at 5:30 pm at the Cavendish Library where you can learn more about the program, which takes 1-2 hours per week. www.wcmentors.com

• Toy Drive: The Proctorsville Fire Dept. has organized a toy drive. Help kids have an amazing holiday by dropping off a toy(s) at DG Body Works, 7 Depot St, at the following times: Monday 6:30-7:30 am; 4:30-5:30 pm; Tuesdays 6:30-10:15 am, 6-7 pm; Wednesdays: 6:30-7:30 am, 5-6 pm; and Thursdays 9:15-10:15; 4:30-5:30 pm.

• Need finger printing?: Are you in need of civilian fingerprinting to work or volunteer at your local school, daycare, after school or mentorship program? Chester Police Department performs employment required fingerprint services, by appointment, during our open lobby hours: Monday - Friday 8am to 4pm. Please give us a call during these hours to schedule an appointment: (802)875-2035. You must have a fingerprint authorization form, signed by the requesting agency, and a government issued form of ID (license, non-driver ID, etc.). There is a $35 fee which can be paid by check or exact cash. Everything is digital - no inky fingers!

• Scott administration projects ‘unacceptable’ 18.5% increase in property taxes: The hike is expected to be driven largely by a likely unprecedented 12% increase in education spending. VT Digger Vt. education spending forecast to drive 18.5% property tax hike WCAX

• Why Vermont is getting more heavy, wet snow storms: The chances of there being heavy wet snow, knocking out power, is a strong possibility in the winter months ahead. The article explains the reason why. DECEMBER 7 (THURSDAY): Free Community Lunch at the Ludlow Community Center, 37 Main St. Ludlow. A welcoming homestyle holiday meal. Roast pork and all the trimmings. Bingo follows the meal. Meal provided by Black river Good Neighbors Services. All are welcome.

DECEMBER 9 (SATURDAY):  Stuff a Fire Truck- Food drive from 9-5 at Singleton’s in Proctorsville. Non-perishable food items and monetary donations will be excepted. All donations benefit the Black River Good Neighbors Food Shelf.

DECEMBER 11 (MONDAY): Cavendish Select Board Meeting, 6:30 pm at the Cavendish Town Office. Agenda will be posted to the Cavendish Facebook page.

DECEMBER 16 (SATURDAY): 1 PM. Sheryl Faye, who presents historical woman, will provide a one woman show about the life and achievements of Queen Elizabeth II. This is a free and open to the public event at the Cavendish Library. Refreshments will be provided.

DECEMBER 17 (SUNDAY): 3 PM on, the Cavendish Historical Society (CHS) is hosting a Dickens’ Christmas Carol complete with workshops, mince pies, pot luck and ghost stories at the former Crow’s Bakery site on Depot St.
