1. CTES PRINCIPAL RESIGNS: On Wednesday, Principal of Cavendish Town Elementary School (CTES), Amy Bohren, sent an e-mail to the parents and community members stating that she would not be returning next year. I am not sure where my life journey will lead me but for now I am taking a pause to be with my family and reflect on where I think my strengths as a professional will lead me. Of course, I will be here until July to ensure a smooth transition with the new administrator. I wanted to also thank you for embracing me as a newcomer and welcoming me into your community. I will miss the students and the many wonderful parents I have been fortunate enough to work with this year.

Bohren is the third CTES principal in the last five years that has resigned.

2. JOB OPENING: The Town of Cavendish has an immediate opening for a full- time Highway Department crew member. This position has a competitive wage and excellent benefits package. Applicants are required to have current CDL, good driving and work records and must be in good physical health. Solid experience in construction and heavy equipment operation, including dump truck operation, is essential. This is a permanent position with retirement. plan. MARCH 31 (FRIDAY): Ham Bingo @ CTES. A family fun-filled evening of bingo, pizza and snacks starting at 6 pm on Friday, March 31 at Cavendish Town Elementary School. Play 10 rounds of bingo ($1 per card per round) and win a ham or one of the other terrific gift certificates. There will also be a 50/50 raffle. Proceeds benefit the new playground equipment and the school’s new sign.

APRIL 6 (THURSDAY): Memory Café from 11 a.m. – 1 p.m., in the Ludlow Community Center Meeting Room, 37 Main St., Ludlow, Vt. This will be an ongoing event and will take place on the first Thursday of each month. This event is free to attend and lunch will be provided. APRIL 7 (FRIDAY): Good Friday. Town Office Closed

APRIL 8 (SATURDAY): Free Easter Dinner. The Ludlow & Proctorsville Fire Depts., in conjunction with Black River Good Neighbors are providing an Easter Dinner, which can be picked up curbside at the Ludlow Community Center from 12-2. 1. CAVENDISH 13th ANNUAL TOWN WIDE TAG SALE: It’s hard to believe that this will be the 13th year of what started out as a special event for the town’s 250th anniversary. As you begin spring cleaning, put aside items for the Annual Town Wide Tag Sale, which will take place on July 29 (Saturday) from 9-2. Space is available for free on both of the town greens for Cavendish residents, property owners and businesses, along with non profit groups that serve the community. 2. CAVENDISH COMMUNITY FUND ACCEPTING APPLICATIONS FOR SPRING 2023 GRANTS: The Cavendish Community Fund has announced that it is now accepting grant applications for spring 2023 awards. The Fund has given grants twice each year for the past sixteen years. Grants will be awarded for cultural, educational, or artistic programs, projects, or events that benefit the people of Cavendish in some fashion.

The Fund considers applications filed anytime, but will only award spring 2023 grants to those who file by May 1st. The next round of grants will be paid in the fall.

This year for the first time anyone can file their application on line. Instructions for applying, and on-line filing can be found at www.CavendishCommunityFund.com. Please click on the Application tab.

Application instructions can also be obtained and applications can be submitted by emailingCavendishCommunityFund@gmail.com or by mailing to the Cavendish Community Fund, P.O. Box 154, Proctorsville, VT 05153.

Projects for which funds are sought must directly benefit the Cavendish community in some way. A panel of local citizens reviews all applications and recommends grant awards based on the quality and feasibility of each proposal. Grants are not expected to exceed $1,000 each and will depend primarily on the number of applications received and the amounts requested.

Past grants have been distributed to schools, churches, library, fire department and a variety of non-profits in Cavendish. If you have a project to benefit Cavendish and need financing, you can contact the Fund to discuss your idea.

For further information on applying, on eligibility, on any other aspect of the grant program, or for help completing an application, please call Douglas McBride at 226-7142 or Peter LaBelle at 226-7250.

• VT Bears are out of their den: According to VT Fish and Wildlife, Vermont's bears have started coming out of their dens, and that means it is time for Vermonters to take some proactive steps to prevent conflicts and foster coexistence by taking down birdfeeders; make garbage inaccessible and dispose of frequently; compost bear country style ; use electric fencing to keep chickens and bees safe; clean grill after every use; make bears feel uncomfortable in your yard by yelling, banging pots and making noise from inside your house. Vermont Covid Surveillance Report: The 3/12-3/18 report indicates low community levels state wide with the exception of Bennington and Rutland counties which are rated medium. There have been 7 new Covid deaths, bringing the state total to 939, with 9 occurring in March.

HAPPY ST. PATRICK’S DAY: We’re happy to report that there is only one outage affecting 19 GMP customers in Cavendish. This should be repaired by 8 pm. The Cavendish Warming Shelter, at the Cavendish Baptist Church, has been open since Wednesday morning, but will be winding down today and tomorrow. You can still grab a coffee, snack, take a shower, charge devices, use Internet etc. Thank you to all who make the Shelter possible and a very special thanks to GMP for restoring power as quickly as they did.

1. CAVENDISH SELECT BOARD MEETING 3/12/23: Cavendish Select Board (SB) meetings are videoed by Okemo Valley TV and posted to their website. In addition, unapproved minutes from Monday’s meeting will be posted at the Cavendish Municipal Website. The VT Journal and Chester Telegraph generally provide coverage.

The big news of Monday night’s meeting came from the executive session that took place just prior to the monthly meeting. Town Manager, Brendan McNamara, has accepted the town manager position for Ludlow and his last day working for Cavendish will be April 3.

The following took place at Monday’s meeting:

Acted on the following:

• Conducted Annual Organizational Meeting

• Accepted the resignation of McNamara

• Approved the use of the town greens for the 13th Annual Town Wide Tag Sale on July 29th from 9-2

• Agreed to provide a letter to Reese Brown, owner of the Academy Building, which would mitigate the restriction currently on the deed that prohibits the use of the building for a home.

• Approved three year appointments to the Cavendish Planning Commission for Noah Schmidt, Shirley Clarke, and Jeff Strange. This will give the Commission sufficient members so they can resume meeting.

• Approved Certification of Highway Miles

• Approved DLL License for Singleton’s for a Tobacco License

• Approved a special event alcohol permit for Outer Limits Brewery at Smokin’ Bowls on Friday, March 17.

Representatives from MARC (Mt. Ascutney Regional Planning Commission) addressed the board regarding the existing Cavendish Town Plan. They noted that the plan was in serious need of data upgrades as much of it was out of date. The section on Internet needed to be expanded. There are grants available to help with various upgrades, not only to the planning process but also in the area of energy. The town can have a free energy audit for a building with the opportunity of funding to implement upgrades.

2. MEMORY CAFÉ/SUPPORT FOR CAREGIVERS: The grand opening of a Memory Café, sponsored by Black River Good Neighbor Services, is scheduled for Thursday, April 6, from 11 a.m. – 1 p.m., in the Ludlow Community Center Meeting Room, 37 Main St., Ludlow, Vt. This will be an ongoing event and will take place on the first Thursday of each month.

A Memory Café is a safe and comfortable space where caregivers and their loved ones can socialize, listen to music, play games, and enjoy other appropriate activities. It provides mutual support and exchange of information within a safe, non-judgmental setting. Valuable resources will be available from local support organizations to help in the caregiving experience.

Research shows that Memory Cafés enhance caregivers’ well-being by providing them with an environment filled with acceptance and belonging. They offer social connectivity, inclusion, and a time to step out of their daily routine. People living with dementia can become isolated due to increasing difficulty of engaging in everyday activities. A goal of this Memory Café is to offer caregivers a break. The stress of caregiving can be overwhelming, and the demand for help is huge, especially with the rise of an aging population.

3. CAVENDISH INFO

• Nor’easter: Cavendish went to bed on Monday night as the snow started falling and didn’t see the sun again until Wednesday mid-morning. The heavy wet snow caused an array of problems, resulting in close to 70% of Green Mountain Power customers without power and many roads blocked with fallen trees and limbs. Schools were closed Tuesday and Wednesday. The Cavendish Warming Shelter, located at the Baptist Church, opened on Wednesday and remains open through Saturday.

• Buzz Lindberg 1949-2023: It is with sadness we report the passing of Carleton “Buzz” Lindberg who died on March 13th. A Celebration of Life will be held by the family at a later date. In lieu of flowers, donations in Buzz’s name may be made to: South Shore Outboard Association, PO Box 1258, East Hampstead, NH 03826

1.TOWN MEETING RESULTS: At the informational hybrid meeting on Monday night, there were approximately 50 people attending in person, while 18 people at various times participated via Zoom. While there were a few questions about the town budget of $1,950,584.99, which was up 10.65% from last year, the majority of the meeting was on a presentation by the ARPA Committee on how the American Recovery Plan Act (ARPA) funds ( $421,631) can be used to benefit the town. According to the Treasury Rules, towns may use ARPA Funds: To respond to the public health emergency or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality; To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to eligible workers; For the provision of government services to the extent of the reduction in revenue due to COVID–19; and To make necessary investments in water, sewer, or broadband infrastructure. The Cavendish ARPA Committee is currently conducting a survey, which can be picked up at the library or town office or downloaded from the Town Website by clicking here. Please complete and return questionnaires to the Town Office by April 15, 2023. You may also scan and email it to jen.leak@cavendishvt.org The ultimate decision on how these funds are to spent rests with the Select Board.

At the end of the meeting, Betty McEnaney gave a strong speech encouraging the town to support the school, whose enrollment has significantly dropped in recent years.

In Tuesdays elections, there were no contested races for town positions. The only changes in elected officials, as appears on page 2 of the Town Report, is Shannon Deveraux replaces Sandra Russo for the one year position on the Select Board and Kate Lamphere replaces Julia Gignoux as one of three GMUSD Board Directors. Voter turnout on Tuesday was low-170. The vote for Article 3, the town budget, was passed by 146 yes to 23 no votes with 1 blank. The River Valley Technical Center School District Budget was passed by 121 to 47 with 2 blank votes. The School budget vote is combined with the other towns that comprise the GMUSD, so it’s not possible to know how Cavendish voted. The vote was 425 to 302 for the budget.

2. CAVENDISH INFO

• Polly E Johnson 1934-2023: Polly E. Johnson of Cavendish, Vt. passed away peacefully at home on Feb. 26, 2023. Polly was affectionately known as PJ and was the loving wife of Foster (Bo). She loved sports and played basketball, lacrosse, and field hockey in school. An avid skier, PJ and Bo raised registered Holsteins on their farm in Cavendish. She is survived by her loving husband Foster M. Johnson; children Jere Johnson (Sandy) of Dallas, Texas, Deborah Plummer (John) of Grafton, Vt., Linda Watson (Bruce) of Vero Beach, Fla., her identical twin sister Pamela Cruickshank (James) of Ludlow, Vt., and Christopher Johnson (Ingrid) of Stratham, N.H.
