1. CAVENDISH ENERGY COMMITTEE SEEKS INTERESTED CITIZENS:  Are you concerned about climate change and how it is affecting our world? Are you interested in seeing more alternative energy generation? Are you uneasy with our aging housing stock and our fossil fuel driven transportation system? If you live in Cavendish, either full or part-time, the Cavendish Energy Committee would like to hear from you.

Established in 2010, the committee works to propose solutions to our problems on a micro-scale – concentrating on what Cavendish and its citizens can do. The committee meets once a month and works on projects all year round. What project interests you? SHOP CAVENDISH THIS HOLIDAY SEASON: Before You Shop-Think Green this holiday season: Updated from 2019, this special post addresses how to approach the holidays with sustainability in mind, including what you can recycle at the Transfer Station. • Okemo Mountain Opens tomorrow Saturday Nov. 19.

• Springfield Police Dept Now Offering Finger Printing: Fingerprinting will be offered Tuesday afternoon and Thursday morning by appointment only. The agency issued paperwork, formal ID (state license/ID), and fee needs to be in hand at the time of the appointment. Appointments can be made through dispatch at 802-885-2112. Please be advised, there is one dispatcher on duty, emergency calls take precedence. If the call volume is too high at the time, you will be asked to call in at a later time. Vermont minimum wage will increase in January but hasn’t kept pace with living wage demands:Vermont’s minimum wage will increase by 63 cents per hour on the first day of 2023, the Vermont Department of Labor announced this week. But even with the bump up from $12.55 to $13.18 per hour, the new minimum wage will fall short of what state analysts consider to be a living wage in Vermont. VT Digger

Vaccination clinics nearby:  Fridays at Riverside Middle School in Springfield; 3-6pm, no appointment needed. Free flu shots are also available.

Schools: No new cases at CTES or GMUHS this past week.

State: The current VT Dept of Health Weekly Report Nov. 6 to Nov. 12 reports statewide community levels as low, while the Centers for Disease Control and Prevention lists Bennington and Rutland counties as having medium levels.

New hospital admissions with Covid: 53 new admissions (increase from last week’s 38).

Percent of staffed inpatient beds occupied by patients with Covid: 3.55% a decrease from last week’s 4.25%

Outbreaks: As of Nov. 14, there were 5 active outbreaks, all of which were at schools/childcare. One active outbreak was listed for Windsor County.

Deaths: No additional deaths this past week.

Veteran’s Day: Town office is closed. To our veterans, thank you for your service. 

1. ELECTION RESULTS: A special note of thanks to Diane McNamara and Jen Leak in the town office who walked a lot of people through the early voting process.

Out of 1,172 Cavendish registered voters, 676 (58%) voted, with 366 (54%) voting by mail. Proposition 2, a constitutional amendment to explicitly prohibit slavery and indentured servitude, was overwhelmingly approved. Cavendish voted 511 in favor and 95 against. Proposition 5, reproductive rights, also passed with a wide margin. Cavendish had 442 yes and 192 no votes. The school $20 M bond was defeated by a vote of 855 to 808. The ballots are co-mingled so we don’t know how Cavendish voted on this issue. Stu Lindberg, while winning Cavendish, lost to John Arrison.. • BRGNS Holiday Gift Program: Black River Good Neighbor Services in Ludlow helps those who need a helping hand each year with food and children’s toys through its Holiday Gift Program. In order to participate in the Holiday Gift Program, an application is required. If you or someone you know needs assistance this season, please call Krey at 802-228-3663. Applications are available at the thrift store, food shelf, and on the website. The deadline for submitting an application is Friday, Nov. 25.

• Okemo Scholarship Opportunity for TRSU Students: Okemo Mountain School and Okemo Mountain Resort are pleased to announce a newly expanded scholarship opportunity for five TRSU elementary school students, includes CTES, to join the Okemo Competition Center Weekend Program, which includes the disciplines of alpine ski racing, snowboarding, and freeski (slopestyle, halfpipe, skiercross). Additionally, an Epic Local Pass will be provided for any recipients who do not already receive one as an employee dependent. This year the scholarships (5 individual awards) will include: Program fees for the program that best fits the recipient’s age and ability in their desired discipline (ski racing, snowboard, freeski); An Epic Local Pass and Up to $500 in equipment assistance funding provided by Okemo Mountain School. Ludlow Selectboard hesitantly approves rental registry

• State regulators say AT&T can't take over a property in Chester by eminent domain to build a new cell tower. AT&T has a contract with the federal government to build out a national wireless network for first responders. The company says there’s a site along Route 11 in Chester that’s critical for the so-called FirstNet system in Vermont, but the Public Utility Commission rejected a proposal to take the property by eminent domain. AT&T says it negotiated with the property owner for more than two years before talks broke down. In issuing its ruling, the PUC recognized the importance of building out the national, wireless emergency system. But regulators said allowing the company to seize the land would have far-reaching implications toward any future negotiations between a land owner and a telecom company. AT&T says it will not be able to fulfill its contract to build out Vermont’s network before the end of this year without getting access to the Chester property. VT Public

New hospital admissions with Covid: 38 new admissions (decrease from last week’s 47).

Percent of staffed inpatient beds occupied by patients with Covid: 4.25% a decrease from last week’s 6.04%

Outbreaks: As of Nov. 7, there were 13 active outbreaks with 5 at Long term care facilities and 6 at schools/childcare. One outbreak a piece were listed for Non-LTC Healthcare and correctional facility.  Two active outbreak are listed for Windsor County.

Deaths: October had 30 deaths and there have been 4 deaths this past week. This brings Vermont’s total to 763 since the pandemic began.

Voters weigh in with questions on school bond:  Chester Telegraph

UVM will offer free tuition to Vermonters whose families make under $60K: Starting next fall, the University of Vermont will be tuition-free to all Vermont residents whose families make less than $60,000 a year. The board of trustees approved the plan, which would cover tuition and fees for in-state students — a total of $18,890 a year. Out-of-state students pay more than twice that to attend UVM. Room and board, which costs $13,354 a year, would not be covered under the proposal, according to a UVM spokesperson. VP

2. PRIVACY AND VOTING EARLY  If you are concerned about privacy when voting early, know that Cavendish follows the procedures of the Secretary of State Elections Division.

Early or absentee voter ballots must be returned to the town clerk’s office before the close of business on the day before the election [Nov. 7 (Monday) by 4:30 pm] or to the polling place [Proctorsville Fire Hall] by 7 p.m. on Election Day. The ballots may be returned by mail or in person, unless the ballots were delivered by justices of the peace who would then return them to the town clerk.

The town clerk must record receipt of the voted ballot(s) on the list of early or absentee voters.

Once an early voter absentee ballot has been returned to the clerk in the sealed envelope with the signed certificate, it shall be stored in a secure place and shall not be returned to the voter for any reason.

During the hours that the polls are open, the town clerk delivers the envelopes to the presiding officer in the polling place where the early or absentee voter would have voted if he had voted in person.

On Election Day, election officials examine the checklist to see whether the voter has already voted in person. The election officials also check the certificate on the envelope containing the ballots to make sure it is properly filled out. When the election officials are satisfied that the early or absentee voter is legally qualified to vote, has not already voted in person and that the certificate is properly filled out, they open the envelope containing the ballot(s). Without unfolding the ballots or permitting the ballot to be seen, the election officials mark the entrance checklist indicating the fact that that voter has voted by means of an early voter absentee ballot, and then they deposit the ballots in the ballot boxes or voting machine. Early voter absentee ballots are commingled with the ballots of voters who have voted in person.

In person voting takes place on Nov. 8 (Tuesday) from 10-7 at the Proctorsville Fire Hall. If you are voting early, please remember to pick up the special ballots for the $20 Million School Bond vote and Justice of the Peace.

State: The current VT Dept of Health Weekly Report Oct. 23 to Oct. 29 reports statewide community levels as returning to low. However, the Centers for Disease Control and Prevention, reported on Thursday that 11 of VT counties had medium levels, two high (Rutland and Bennington) and Windham was listed as low.  

New hospital admissions with Covid: 47 new admissions (decrease from last week’s 76). The state is averaging 10+ hospitalizations daily. This is the highest hospitalizations since mid-May

Percent of staffed inpatient beds occupied by patients with Covid: 6.04% an in increase from last week’s 5.86%

Outbreaks: As of Oct.31, there were 16 active outbreaks with 8 at Long term care facilities and 8 at schools/childcare. Two active outbreak are listed for Windsor County.

Deaths: The October number of deaths is 25, which is above the 12 deaths in Sept., and 19 in August.  754 Vermonters have died since the start of the pandemic.
