1. CAVENDISH SELECT BOARD MEETING 2/8/21: Cavendish Select Board meetings are held via Zoom. Minutes are available at the Town’s Website.

Action/Discussion

• Depot St. Maple Trees: Two silver maple trees on the south side of Depot street near the railroad tracks are now in the Town’s right of way and the Tree Warden, Tim Calabrese, recommended that they be removed. The trees are about 100 years old and starting to rot. He said that a lot of vehicle and foot traffic passes under the trees and falling branches are a concern. Calabrese has received a quote of $5,000 for removal.  The SB agreed the Town manager, Brendan McNamara, should contact landowners and inform the public.

• Liquor License: Singleton’s Store license approved

• Virtual Informational Meeting: Scheduled for Tuesday, Feb 23 at 6:30 via Zoom. People can call into the meeting via telephone. Free Wifi is available at the Cavendish Library and at the Cavendish Baptist Church (obtain the password for the Baptist church by calling 226-7131). For contact information for the Zoom meeting, go to the town website. Absentee Ballots can be obtained until the end of day on Monday, March 1. These can be obtained by phone 226-7292, e-mail d.mcnamara@comcast.net or through the state’s myvoter page.

• Bids for new loader: McNamara and Phon Chambers, Highway Foreman, have begun to solicit bids and hope to have a new loader by mud season. McNamara said he’s looking into a lease option and is expecting bids of about $25,000 for a 5 year lease.

• RFP to replace the sewer line: McNamara and Randy Shrimp, Chief Water/Wastewater Operator, discussed putting out an RFP to replace the sewer line which runs along Main Street in Proctorsville from Singleton’s to Depot Street. The line has a slight sag which causes frequent backups and the goal is to replace it before the Route 131 paving project begins this summer.  

• Sidewalk Plowing: McNamara has spoken with Chambers about using the loader since the trackless has been out for repairs. Bob Glidden has requested that fire hydrants be cleared.

• Sample Ballots for Voting: Sample ballots for town meeting voting are available at the town website . All positions are unopposed with the exception of the 3 year position for select board. Michael Kell is running against incumbent Mike Ripley. Vacancies exist for the following positions: 3 year auditor; 2 year Trustee of Public Funds; School board (GMUSD) one year and two year terms; and Town Agent 1 year.

• 2020 Town Report Now Available: This year’s Town Report, while mailed to voters, is also available in PDF format at the Town’s Website.

• Support needed for Proctorsville Fire Dept: Due to the impact of Covid, as well as Rt. 131 construction, not only has there been higher demand for Proctorsville Volunteer Fire Department (PVFD) services, but some of their normal fundraisers (coin drop & Christmas Tree sales) weren’t possible. Consequently, they are experiencing a $6,000 shortfall in their budget. So, we are reaching out to you -- the family, friends, and neighbors who are always there for us, grateful for our work and providing the pillars of support that keep a volunteer organization standing strong. We realize that we are not the only ones experiencing financial hardship, but we ask that you please give whatever you are able to help us bridge the gap in our fundraising shortfall. • Black River Good Neighbor Reopens Feb. 20 (Sat): On Saturday, Feb. 13, BRGN posted to their Facebook page they would be closed until further notice. This was followed by a notice on Feb. 16 stating, Out of an abundance of caution the thrift store has temporarily closed. We anticipate opening very soon. Yesterday BRGN Facebook page posted, Good News! The thrift store will reopen on Monday, February 22nd. Regular hours 10 AM-4 PM, Monday-Saturday. A Second Look: What Actually Happened at Springfield Hospital

3. COVID UPDATE: As of 2/10/21, Cavendish had one new cases of Covid in the prior week, bringing the town’s total to 17 cases. Ludlow had three new cases (total 44), while Chester had six (55 total) and Springfield 11 (153 total). Community data is posted on Friday afternoons at the VT Dept. of Health (VDH) website, with Cavendish and surrounding town data posted to the Cavendish VT Facebook page shortly thereafter.

Modeling: The modeling presented on Feb. 16 continues to show a downward trend nationally, regionally, and in Vermont. Over the last month there has been a 70% decrease in average daily cases for those 75 and older. Since January 1, there has also been a 74% decline in new daily deaths per capita. This is being attributed to both vaccinations as well as people adhering to the prevention standards. State modeling indicates that cases will continue to drop. The current 7 day positivity rate in VT is at 1.7%. VT’s case count is now 14,149 with 193 deaths as of 2/18/21. Hospitalizations continue to drop, currently 38, ICU admissions remain relatively high with 13.

Vaccines: Registration for those 70+ began on Feb. 16. Within the first day, 60% of the eligible population had registered for appointments. At the Tuesday press conference indications were given that Phase 4 (65+) and Phase 5 (those with underlying conditions) would shortly be eligible for vaccine very soon. This became more evident when the Governor joined the briefing, after a conference call with the Governors and the White House. More vaccine is slated for VT, though it could be delayed due to weather. Further, it’s likely that Johnson & Johnson vaccine, which is just one shot, will be approved at the end of the month, resulting in considerably more vaccine for Vermonters.

Be aware that vaccine doses are being sent directly to pharmacies and Vermonters are reporting that it’s easier to register for vaccination at Walgreens (Bellows Falls, Brattleboro, Rutland or Manchester) then through the health department sites. You can link to both Walgreens and Kenny Drugs from the state's myvaccine page.

Travel: While Gov. Scott is expected to make an announcement today about new travel guidelines for those who’ve been vaccinated, The CDC says fully vaccinated individuals don’t need to quarantine if they’re exposed to the coronavirus. Scott has indicated that travel guidelines will be narrow at first but does want to see increase mobility for Vermonters.

• Cavendish Select Board Meeting 1/25/21: Brendan McNamara, town manager, informed the Board of a change to the final proposed budget. A reduction of the Grant Revenue Note and Tax Anticipation Note interest from $20,000 down to $10,250 brings the proposed budget to a total of $1,651,947 for FY22, which is an increase of 4.76% from last year. Unapproved minutes.

• Cavendish Volunteer Fire Dept News: CVFD is now licensed as a non- transport emergency medical service in addition to fire service. This state designation was obtain as the majority of calls are medically related. Further, this area of town is a considerable distance from Ludlow Ambulance or any of the other services that provide mutual response. CVFD’s team of Emergency Medical Responders (EMR) and Advanced Emergency Medical Technicians (AEMT) can provide basic and advanced life support while waiting for an ambulance to arrive.

CVFD regrets the inconvenience of having the air pump down as they replace belts. If you need air during the week, knock on the door or ring door bell and they will turn the compressor on. Need cookie dough? CVFD still has some for sale.

• Cavendish Dog Licenses Due April 1(Thursday): Dog licenses must be renewed by April 1st each year, and the 2021 licenses are printed and ready to go. By state law all dogs residing within Vermont must be licensed yearly in their town of residence. If you have not yet registered your dog, all you need is a current rabies certificate. • TRSU Board Talks Strategic Planning, Principal Searches 

• Aid in data breach includes identity theft insurance, call center services for 100,000 Vermonters eligible to receive a 1099-G tax form: The identity protection services are covered under Vermont’s insurance policy, leaving the state liable for a $250,000 deductible. Identity Theft Guard Solutions Inc. has been selected to provide services that include identity monitoring, some credit monitoring, identity theft insurance, and call center services. 3. COVID UPDATE: As of 2/3/21, Cavendish had two new cases of Covid in the prior week, bringing the town’s total to 16 cases. Ludlow had five new cases (total 41), while Chester had seven (49 total) and Springfield 19 (142 total). Community data is posted on Friday afternoons at the VT Dept. of Health (VDH) website, with Cavendish and surrounding town data posted to the Cavendish VT Facebook page shortly thereafter.

Yesterday afternoon, the VT Dept. of Health (VDH) issued a press release Lab Results Indicate Likely Presence of Covid-19 Variant in the State. Tests of Burlington’s wastewater indicate that the UK variant-B.1.1.7-is present in the community. Viruses constantly change through mutation, and new variants of a virus are expected to occur over time. Many emerge and disappear, but others can persist and even become the predominant strain. Some experts anticipate the more easily transmissible B.1.1.7 variant will become widespread throughout the country. According to the CDC, studies so far show the current vaccines are largely effective against this variant. Nonetheless, health experts warn the faster spreading variants can lead to more cases of COVID-19, as well as increased hospitalizations and deaths.

Sports: Starting today, Feb. 12, school and youth leagues will be able to resume competitions. The games will have some restrictions, such as limiting the teams to two games a week and forcing competitions to be spaced three days apart. Parents will not be able to attend games, and any referees or observers must follow a mask order. Note Okemo Valley TV will be covering and airing GMUHS games.

Modeling: The modeling presented on Feb. 9 , continues to show a downward trend nationally and regionally, while VT had an uptick due to cases in Bennington and Rutland Counties. The current 7 day positivity rate in VT remains at 1.8% as of 2/11/21. Regionally it’s dropped to 3.86% with a decline of 37% since Jan. 11. Hospitalizations are starting to drop, with yesterday being the first time hospitalizations (48) were below 50 since January 27. There are currently 13,249 cases, with 188 death.

Vaccines: Vermont Veterans 65 and Older-The White River Junction VA Medical Center will be hosting a walk-in clinic for enrolled veterans on February 13 (Saturday) from 10:00am-4:00pm. Vaccines will be administered on a first come first served basis until the supply runs out. Participating veterans must be available to attend the follow-up clinics on March 11 and 13 to receive the required second dose. Veterans must be enrolled in VA Healthcare, if not call 802-295-9363 ext4004 or 5118 to enroll. You cannot receive the vaccine if you tested positive in the last three months,

As of 2/11/21, 12.2% (68,118 people) of all Vermonters age 16+ have received at least one dose of the vaccine. The state is recommending that even if your age group is not yet eligible for a COVID-19 vaccine, you can get a step ahead by creating your account. That way, when your age group is up, it'll be smooth sailing to sign up for your first dose. If you’ve been tested for COVID-19 at a VDH you are already registered. VDH uses the same system for both COVID-19 vaccine appointments and testing appointments. Register here.

 Walgreens, in addition to Kinney Drugs, will now be receiving vaccines directly from the feds. Whether this will increase availability in our area remains to be seen.  Additional vaccine sites to be added that will impact our area will be at Springfield and Mt. Ascutney Hospitals. Even with the additional vaccine, the state continues to distribute vaccine by age band, with the next group, 70+, signing up by the end of the month.

• Missing Teen from a residential facility in Cavendish: Allyssa Norman, who is 16, white, with red/purple hair, 5/3” and weighing 105lbs has been missing since Jan. 30. She was wearing a gray hoodie sweatshirt, jeans and black Converse.  If you have any information, please call VSP 802-722-4600.

• The Story Behind the Rumor: For many years the story has been passed down that a runaway slave named Charlotte and her sister are buried in the right hand corner of the Coffeen Cemetery. The Cavendish Historical Society (CHS) continues to do research, but the actual story is better than you might imagine. Learn about Peter Tumbo, abolitionist, Revolutionary War vet, landowner, and former slave who lived in Cavendish for almost 40 years, at the CHS blog. The blog also contains the February 1 Brief, that outlines an opportunity to read Aleksandr Solzhenitsyn’s Between Two Millstone: Exile in America 1978-1884.

• Black River Good Neighbors (BRGN) Needs Donations: BRGN is requesting donations of housewares (including sets of dishes that are not cracked or chipped); linens (sheets, bedding, bath towels, kitchen towels, curtains, drapes); winter socks; clothing that is not stained or torn; arts & crafts items; sewing supplies; yarn and lamps.

• Vermonters issues 'mass recall' of 1099 forms after incorrect information mailed: Vermont's Department of Labor is recalling all 1099-G forms after issuing incorrect tax documents.  The department received reports Monday that some Vermonters had 1099-G tax documents with names and addresses that did not match the envelope. If you have received a 1099-G from the Department of Labor please keep the document until you get further guidance. Claimants will be receiving a self-addressed envelope to return the incorrect 1099. Replacement 1099s will be sent by the Department. The state will provide instructions for identity protection to anyone whose personal information was potentially released. In the meantime, monitor your bank and credit card accounts for any unauthorized activity. If you believe your identity may be stolen, contact ExperianTransunion and Equifax to freeze your credit score, or file an identity theft report at IdentityTheft.gov or USA.gov. All are free of charge. Please note, these steps apply ONLY to forms sent by the Department of Labor, and not to other State of Vermont 1099s.  In addition to correcting the information, we will make sure consumer and identity protections are in place. 2. COVID UPDATE: Vermont has exceeded the 12,000 mark of Covid cases (12,503 as of 2/4/21), but the numbers are dropping and Cavendish, once again had no new cases in the last two weeks.

For the first time, VT Health Commissioner, Mark Levine MD, on Tuesday noted that the ski industry could be a source of increased cases of Covid. He specifically mentioned Bennington, which has the highest rate in the state. “There have been, not only on the site of a ski resort, but in the communities that are part of the ski resorts, cases that show up in worksites and in restaurants, to the point where in one or two times, several of those had to close due to staffing issues.”

Modeling: The modeling presented on Feb. 2 , continues to show a downward trend nationally, regionally and in VT. The current 7 day positivity rate in VT is now down to 1.8% as of 2/4/21. Regionally it’s dropped to 4.43% with a decline of 37% since Jan. 11. Cavendish had no new cases in the previous week, though Ludlow and Chester had one each and Springfield 15 cases.

Vaccines: On Thursday, VT set an important milestone with 10% of the 16+ population having receiving at least one dose  of the vaccine, with nearly 23,000 people having receiving both doses.

The state is now receiving 22% more vaccine doses per week from the federal government Gov. Scott announced on Tuesday. The feds will also be offering two other sources of help: providing the tools to get the extra dose out of the Pfizer vaccine vials and providing pharmacies vaccine as part of a pilot project. The state has a contingency plan to use the VT National Guard to assist with distribution if vaccine allocations rise beyond planned for distribution.

Yesterday (2/4/21) Johnson & Johnson filed with the Food & Drug Administration (FDA) to approve their one-shot Covid-19 vaccination. J&J’s vaccine was safe and offered strong protection against moderate to severe COVID-19, according to preliminary results from a massive international study. It didn’t appear quite as strong as two-dose competitors made by Pfizer and Moderna -- a finding that may be more perception than reality, given differences in how each was tested. The panel will meet Feb. 26. J&J said it would have some vaccine ready to ship if the FDA allows emergency use of the shot, but it didn’t reveal how much. The pharmaceutical giant said it expects to supply 100 million doses to the U.S. by the end of June. AP

Starting next week the home bound population will be vaccinated using a combination of EMS and home health.

Once your age band has been called to make appointments, you can do so from then on out. If you are in group 1 A (health care providers, first responders) contact your local hospital for vaccine information.

I’ve been fully vaccinated so when can’t I ditch the mask? You’ll need to continue to socially distance and wear mask for a while until the community has reached heard immunity- when enough people have been infected or vaccinated the virus will start to subside on its own because there's just not enough susceptible people left to infect. Because there are limited doses of the vaccine, experts estimate that we won’t reach herd immunity (up to 85% of the population has either been vaccinated or had Covid) until the fall or winter 2022.  

It takes time for the vaccine to kick in-about three weeks after the 2nd dose. The vaccines do not provide 100% protection. Those who have been vaccinated might be asymptomatic spreaders- experts are concerned that vaccinated people can still become infected without symptoms and then spread it to others who have not been vaccinated yet. We still need to protect those with compromised immune systems and those who can’t be vaccinated.

The vaccine is one more tool to fight the pandemic but it’s going to take time.

Variants: We’re basically in a race trying to get people vaccinated and beat the mutations. Indications are that the UK variant spreads easier and comes with higher mortality. Check out Vermont Deputy Health Commissioner On New COVID-19 Variants, Vaccinations

Up Your Masking: More and more public health officials are recommending a surgical mask covered by a cloth mask due to the new variant strains.
