1. TAG SALE TOMORROW: Despite endless rain for what feels like weeks, Saturday’s forecast is partly sunny with a high of 80 with a 30 percent chance of showers and thunderstorms mainly after 1 pm. The sale runs from 9-2 and will have lots of activities on both greens and everywhere in between.  While a full list of vendors that have registered is available at The Dish, these are some places you want to check out:

• Proctorsville Green: Cavendish Connects and Cavendish Historical Society will both be in the gazebo. Check there if you have questions, want to pick up a copy of Aleksandr Solzhenitsyn: The Writer Who Changed History (you can even have it autographed) and/or drop off a donation for Cavendish Connects who spends a lot of time keeping the community informed and connected. The Proctorsville Fire Department will be hosting a BBQ, the town’s Energy Committee will be on hand (they always have cool stuff) and for the first time, the newly formed Cavendish Streetscape will have a booth. They are trying to raise the funds to place flags in Cavendish Village. Special prizes for early donors. Finally, a number of vendors will be set up and they have a lot of stuff, including fishing gear and some things you didn’t know you needed.

• Cavendish Green: Once again Henry is back with his incredible freebie tables. In addition, a number of area vendors will be located there under the shade trees. Last year this was a hot spot and they stayed open after the vendors had closed down. We just had a late entry of baked goods.

• Cavendish Town Elementary School will be hosting a car wash to benefit the 6th graders Keewaydin trip-$8 per car and $10 per truck. They will be cleaning from 9:30-noon.

• Cavendish Baptist Church has all sorts of items for the sale

There are multi family sales on Main Street as well as vendors at their homes on High St and Baily Hill. Look for signs and be sure to check out the on-line list. There is a rumor that someone has a car for sale on Main St. in Proctorsville.

Water Testing on the Black River: Given the constant rain of the last week, we expect ecoli levels will remain high, making the Black River unsafe for recreating. The water is tested on Wednesday and as soon as the results are available, we post them to the Cavendish VT Facebook page.  We thank BRAT for their dedication to our river and we encourage community support of the organization through donations and volunteers.

Cavendish Community Fund at the Ludlow Farmer’s Market: Stop by the Ludlow Farmer’s Market this Friday and you’ll see a lot of familiar faces from Cavendish, as shoppers as well as vendors. Among them will be Barbara Dickey who is selling her home made granola to raise money for the Cavendish Community Fund (CCF). The CCF has made a lot of things in our town possible, including the flags flying in Proctorsville as part of Cavendish Streetscape’s Raise Our Flags.

WNNE Goes Off the Upper Valley Airways: At midnight, Sunday, July 21, the former NBC affiliate -- based in Plattsburgh, NY and in Burlington, VT -- turned off its transmitter atop Mt. Ascutney. Viewers in this region who rely on an antenna to get television broadcasts will no longer get the station. It's still available through satellite and cable, but its only over-the-air transmission will now be from Mt. Mansfield -- as a CW affiliate. The station's Upper Valley office, off Sykes Mountain Avenue in White River Junction, will remain open. The change comes after both WNNE and Vermont PBS auctioned off their Mt. Ascutney broadcast licenses in last year's FCC Spectrum Auction, for about $50 million apiece. Vermont PBS will continue broadcasting from Mt. Ascutney until November 30, after it got an extension to put in place a plan for allowing viewers who get their signal over the air to continue doing so. VT PBS will be relaying the signal from our Rutland transmitter, and putting up four lower-power transmission sites across that region in order to relay that signal." One of those transmission sites will be atop Mt. Ascutney; the others will be in Northfield, Brattleboro, and Bennington. Daily UV In the comment section, one person noted, If you have a rotor and newer digital antenna you may be GTG. Used the website and phone app to aim antenna. Got a whole of new channels including WPTZ. https://www.antennasdirect.com/transmitter-locator.html However, a number of people have posted that they are unable to direct their antennae to receive WNNE.

Coolidge Solar Project: The Coolidge Solar Project, which is four times larger than any other Vermont solar installation, is underway on an old farm of about 150 acres on the Ludlow-Cavendish town line. According to Liz Peyton, project developer with NextEra Energy Resources, what’s been accomplished so far is mostly clearing of the land and prepping the site for the 20-megawatt array that will include approximately 83,000 solar panels. In August, the solar panels will start to arrive and the real work of installing the panels and hooking them into the grid will begin. Blattner Energy is the company in charge of the on-site construction for NextEra Energy Resources. VT Journal

3. FINANCIAL ASSISTANCE FOR AREA NON PROFITS: Cavendish, Ludlow, Mt. Holly and Plymouth non-profit 501 (c) 3 organizations. Are you in need of financial assistance to meet your project goal? If so, the Ludlow Rotary Club would like to help. We have a competitive District Rotary grant opportunity to assist you. Basic rules, funds may NOT be used for brick and mortar. You must be able to sustain the project on your own after the grant funds have been expended. All funds must be used by June 2019. Available grant amount may be up to $2000 with the grantee equally matching 1:1 the Rotary donation. The District funded grant amount may be less than requested. Ludlow Rotary must submit this grant application by August 10th. If you feel you may be the right candidate - PLEASE list your contact info (FB) and a Rotarian will be in touch. 4. CAVENDISH CONCERT : YANKEE CHANK: The Town of Cavendish presents another in its continuing series of Wednesday evening concerts on August 1st at 6:00 p.m. when Yankee Chank will appear on the Green in Proctorsville. Yankee Chank is a Vermont group that performs traditional Cajun music from the heart of southwest Louisiana. The French-speaking people of eastern Canada, our immediate neighbor to the north, were the inspiration for the southern Cajuns and thereby inspired Yankee Chank. The band has been performing both Cajun and Zydeco music around Vermont and beyond, using fiddle, accordion, guitar and bass since 1996. The band’s performances offer a distinctive immersion into this unique regional music.

This concert is coordinated by the Cavendish Community and Conservation Association and is sponsored by Murdock’s Restaurant. All concerts are free and open to the public. Bring a blanket or a chair and a picnic dinner. Join with friends or make new ones. Please help continue this free Wednesday evening tradition in Cavendish. Everyone is welcome. 1. WATER CONSERVATION NOTICE: Cavendish Municipal Water System users are requested to reduce water consumption as much as possible from Monday July 16 (7 am)- Friday, July 27 (5pm). During this period the municipal water system will have a well off-line for cleaning and redevelopment. The system will remain operational during this period using water in the storage tanks and water quality will be normal. Please defer activities that may require large amounts of water until Friday, July 27. FMIL 22607291 or 226-7292

2. CAVENDISH SELECT BOARD MEETINGS: Select board (SB) meetings are recorded by Okemo Valley TV and are available at their website and on Comcast Television.  Written minutes are available at the town’s website. According to the “Unapproved” Minutes from the July 9 meeting, available at the Municipal Website, the following action/discussions took place at this meeting:

• A statement was presented to the board from a group of  Tierney Rd residents who are requesting a temporary zoning ordinance on Tierney Rd in order to protect private property values and compliance with the Town Plan, thereby blocking a potential quarry at the end of the road. It was also stated that failure to act could result in legal action against the town. One resident, Evelyn Turco, voiced that she is not in favor of implementing any kind of zoning and she did not appreciated being threatened with lawsuits and higher taxes.

• Approved a delinquent tax note in the amount of $250,000 at 2.75% interest with Berkshire Bank for a period of one year

• Approved a tax anticipation note in the amount of $200,000 at a 2.25% interest with Berkshire Bank  for a period of 90 days

• Approved a grant anticipation note in the  amount of $ 125,000 at 2.75% interest with Berkshire Bank for a period of one year. This note was taken out in anticipation of incoming  FEMA  monies to complete various road  repairs in the amount of $200,000 in 2016.

• Approved a tax rate for FY 2018-2019 –check two news stories in Item 3 below regarding how Cavendish taxes compares to other VT towns and the need to check property tax bills due to a state error.

• Accepted with regret a letter of resignation from Diane McNamara as Lister

• Approved the purchase of a 2012 Ford F250 truck from M&M Excavating for $22,000.

• East Rd and Greenbush Rd culverts replacement project have begun. Roads are closed and detour signs placed.

• The owner of 53 Depot St., has agreed that the building is beyond repair and intends to have it removed. No time frame for when this would happen was given.

• To the question of when 131 would be repaved, the town manager said the schedule was for 2020. It is unlikely that a “skim coat,” though needed, will be applied this year.

• Regarding the Town Garage, the town manager reports that the steel building is in production but the plans and permits for the new site have taken a lot longer than anticipated. On July 12, the Select Board met and accepted the proposal from Josselyn Brothers Construction in the amount of $419,678 for the site work and construction of the Town Garage building.

3. CAVENDISH RELATED NEWS

Water Testing on the Black River: For the last two weeks, the ecoli levels on the Black River in Cavendish (Greven Field and the Gorge) have tested high (well above the EPA’s upper limit of 235  CFU) and the recommendation is not to recreate in the river. While there can be many reasons for the high counts, it is becoming clear that the cause could be something other than a heavy rain, such as  a leech field leaking into the river. Results are not available for this week at present. However, given the rain on Tuesday, with testing being done on Wednesday, it is likely the counts will be high for the third week running. As soon as results are available, they will be posted to the Cavendish VT Facebook page. The Black River Action Team (BRAT) is now testing additional spots on the Black River in order to understand what the problem might. We thank BRAT for their dedication to our river and we encourage community support of the organization through donations and volunteers.

East Road Bridge Closed for Next Three Weeks: Due to construction, the bridge at the intersections of Chubb Hill, Old County and East Roads in Cavendish is closed for the next three weeks.

Check Your Property Tax Bill: Tax Dept. Missed Deadline for Issuing Some Adjustments: Cavendish is one of the municipalities listed as being potentially affected by this. The Vermont Department of Taxes was not able to process all of the property tax adjustment claims in time to meet a July 1 deadline. As a result, towns that sent out their tax bills on that date may have sent the wrong information to property owners. Most of the problems have been within the homestead declarations, which is where property owners say whether they are full time residents. The department’s new $25 million computer program is flagging many more tax forms that have errors — both small and significant — and the department did not anticipate the number of adjustments that would need attention. Anyone who notices a mistake on their tax bill is encouraged to contact the Department of Taxes: Email: tax.individualincome@vermont.gov or Phone: (802) 828-2865. VPR

Half of VT Towns will See Increased Property Tax Rates: More than half of the towns in Vermont, 135 out of 249, will see higher average homestead property tax rates than last year — even though Gov. Phil Scott was able to harness surplus money to prevent a hike in the average residential property tax. While Scott was able to level the average residential property tax rate, he wasn’t able to fully buy down the average nonresidential property tax rate: a levy paid on property like small businesses, rental homes and summer camps. That rate was set at $1.58 — a 4.5-cent hike over last year. Because of this, the vast majority of towns — 222 out of 249 to be exact — will pay higher nonresidential tax rates than they did in fiscal year 2018. In general, the rates trend slightly higher than the ones set in the budget and tax bill Scott agreed to allow become law last month because of increasing statewide property tax values. Cavendish’s FY18 tax rate was $1.3945 and dropped to $1.2883 for FY19 with a change in Homestead of $0.1062. VT Digger

TRSU Board Refuses to Approve SU Spending Plans: On July 12, the newly formed Two Rivers Supervisory Union (TRSU) board met for the first time. You can watch this meeting at the Okemo Valley TV website. While they approved a 2.75 percent raise for superintendent Meg Powden, they once again rejected her proposal to spend more than $90,000 of a state grant earmarked for the use of the local boards in making the transition to merged districts under Act 46. The six-member board, composed of representatives from Green Mountain Unified School District (GMUHS) and the Ludlow Mount Holly unified school district, agreed that under the Act 46 statue, those two boards should decide how the money should be spent. Powden’s raise was less than half of the $7,010 Powden had budgeted for herself earlier this year. Chester Telegraph

BRGNS & Okemo Valley TV To Revive Cooking Show: Black River Good Neighbor Services and Okemo Valley TV have announced that the cooking show “Across Our Table” will again be broadcast in the Ludlow area starting on August 1st this year. Krey Kellington and Claire Walker will be the show’s hosts in this new season. In each episode, they demonstrate how to prepare three simple, nutritious and tasty recipes that are building blocks for family meals. You can watch “Across Our Table” on Okemo Valley TV if you subscribe to cable in the Ludlow area, or you can access it on the Internet at www.okemovalley.tv. Linda Thomson Receives Hartwick College President’s Award: The wife of former CTES principal, Linda Thomson, was recently honored at Hartwick College in Oneonta, New York for her work in advancing a holistic and inclusive approach to medicine. In her citation, Dr. Margaret L. Drugovich, president, stated: “As a leader in the groundbreaking field of applying clinical hypnotherapy to nursing, you have improved countless lives as a practitioner, author and educator. CAVENDISH CONCERT : RICK REDINGTON AND THE LUV: The Cavendish Community and Conservation Association invites everyone to the Proctorsville Green for the continuing summer music series on Wednesday, July 25th at 6:00 p.m. to hear the rocking good sounds of Rick Redington and the Luv. This concert is sponsored by The Pointe at Castle Hill.

Whether playing an intimate solo acoustic performance in a coffeehouse setting, or rocking out with his band “The Luv” in a large concert venue, Rick’s performances have something memorable and meaningful for all to share. Rick has recorded with legendary rock and rollers and has had his music used in films and in Ken Burns’ documentaries. No strangers to the Proctorsville Green, Rick and the band have delighted the local Wednesday evening concert goers in past years.

Water Testing on the Black River Results: On July 2, both of the recreational sites on the Black River in Cavendish tested above the EPA’s acceptable levels of  235 CFU (number of colony forming units of coliform bacteria in 100 mL of water) and are therefore not recommended for use at this time. The Cavendish Gorge tested 345 CFU, while Greven Field had 276 CFU. In addition, Buttermilk Falls in Ludlow had 2,420 CFU and Little Ascutney Road in Weathersfield had 1,550 CFU. The only area with acceptable levels was Upper Falls Road in Weathersfield. It is recommended to stay out of the rivers and lakes within 24 hours of a heavy rain, or anytime the water looks cloudy, as Ecoli levels can be a lot higher at these times. Cavendish Raise Our Flags: Thanks to the Cavendish Streetscape Committee, on July 3, a scorching hot evening, flags were raised along Main St. in Proctorsville. The Proctorsville Fire Department, assisted by members of the Streetscape Committee-Julia Gignoux, Martha Mott, and Rolf van Schaik, as well as Cavendish Asst. Town Manager, Bruce McEnaney went from pole to pole mounting brackets and hanging flags. While the goal was to raise flags by the 4th of July in both villages, insufficient funds were raised by the ordering date to make that possible. In addition, different utility companies own the poles in the villages, and it has taken longer to get the permitting from Green Mountain Power, who owns the Cavendish Village poles. Congratulations to Valley Youth Team: With players from Cavendish, Chester, Springfield and Ludlow, the Valley Youth Baseball  team took runner up in the statewide Cal Ripken 10 State finals on Sunday, July 3, which took place at Greven Field. Congratulations to players and coaches

 Travel Delays in Ludlow July 9 (Monday)-10 (Tuesday): The Ludlow Village Paving Project will run from the fire station along Main Street and down and Route 103 South to the town line. The travel lanes will be paved. There will be one-lane traffic patterns, so expect delays. Consider detouring on either Pleasant or High streets.

2. CAVENDISH 2018 CONCERTS BEGIN WITH DAVIS BROTHERS BAND: The Cavendish Community and Conservation Association and the Town of Cavendish invite everyone to spend an evening having fun on the Proctorsville Green on Wednesday, July 11th, starting at 6:00 p.m. when the annual summer music series kicks off with the Davis Brothers Garage Band.

The Band has been a staple of the Vermont ski scene, and before that in Colorado, since the 1970’s. Brothers Rick and Jeff Davis of Brownsville formed the band with cousin Lane Gibson. The latest addition to the band is no stranger to Proctorsville – Mark Huntley will be on drums. The band is famous for covers of Stevie Wonder, Steely Dan and the Doobie Brothers, among others.

Unique to this week’s concert is an opportunity to meet the new CTES principal, Debra Beaupre, who will be at the concert handing out popsicles. This is a good time to welcome her to the Cavendish Community.

This will be the first of several concerts that are held on consecutive Wednesday nights in July and August. For a listing of all 2018 concerts please go to the Upcoming Events page at www.CavendishCCCA.org. This concert is sponsored by DG Bodyworks of Proctorsville.

The town of Cavendish encourages all area residents and visitors to join their friends and neighbors in front of the gazebo on the green. Bring a blanket or a comfortable chair, have a picnic, or just lie back and relax on the grass. It’s a fun way to enjoy the summer weather and either reconnect with old friends or make new ones.

Old Business:  The signed contract was returned from Dingee Machine for the  re purpose of our 1993 rescue box onto a  new F-550 cab and chassis.

New business: Bob sent a copy of our annual budget 2017/2018 budget to the Vermont League of Cities and Towns as requested by VLCT.  Budget vs. Actual expenses.

The District, Bob Evens specifically, needs a written inventory from the Chief, Shane Turco, of the fire hose and radios lost in the Plymouth Forest Fire.  This inventory needs to  include  replacement cost of the lost items

The District received a letter from Efficiency Vermont regarding a "free" energy audit for our building. Stu Lindberg is responding to this in order to see how the department may be able to substantially  lower our heating costs.  The extreme cold winter last year made for additional, unanticipated expense in our budget.

The National Weather forecast has issued a hot weather advisory for our area.  Consequently, the Cavendish Historical Society ‘s Annual Plant Sale will be adjusting its hours to better protect plants and customers. Early bird shopping will take place on Friday (June 29) from 5:30-7:00 and the sale will begin on Saturday (June 30) at 8 am and go until noon.

Water Testing on the Black River Results: Please be advised that while water tests conducted on the Black River this past Wednesday, June 27th, were below the EPA’s acceptable levels of  235 CFU, the one exception was Little Ascutney, which continues to run higher than acceptable levels. That noted, we’ve had very heavy rains in the last 24 hours. It is therefore recommended to stay out of the rivers and lakes within 24 hours of a heavy rain, or anytime the water looks cloudy, as Ecoli levels can be a lot higher at these times. Meet CTES’s New Principal: Cavendish Town Elementary School’s new principal, Debra Beaupre, starts work full time on Monday July 2. Throughout the summer months, she welcomes community members to stop by her office from noon – 3 pm, Monday-Thursday. For those who aren’t available during the day, she will be attending the first Wednesday concert-July 11, 6 pm on the Proctorsville Green and will be handing out Popsicles. In the event of rain, Beaupre will be attending the following week. FMI: 802-226-7758

July Classes at Fletcher Farm School: Fletcher Farm School for the Arts and Crafts celebrates its 71st anniversary this summer. Since its inception, the Fletcher Farm School has offered thousands of classes in traditional and emerging arts and crafts, many led by world-class artists. Class and material fees vary, but advance registration is required for all classes. Most classes fill quickly, so please register early to ensure your place. Further information and online registration is available on the school’s web site at www.fletcherfarm.org. Note that Cavendish residents can receive 50% off a class. You will need proof of residency from the Town Office.

2. TOWN WIDE TAG SALE: It’s four weeks until the Annual Town Wide Tag Sale, which takes place on July 28 (Saturday) from 9-2. Sponsored by Cavendish Connects, if you wish to register for space at either of the  Village Greens, or have your site listed, send an e-mail to cavendishconnects@gmail.com or call 802-226-7807. Please note that the more information on sale items you provide, the more shoppers you will attract.

Three weeks from now we will start making albums and posting to the Cavendish Faecbook page of what various vendors have for sale. This is a very successful way to let people know what’s available. We will only post one album per vendor. Pictures should be e-mailed to cavendishconnects@gmail.com

Parades: All parades are on July 4th

• Saxton’s River: Starts 9:30

• Mt Holly: Starts 11 am in Belmont Village

• Brownsville: Starts 1 pm at the Brownsville Hartland Rd

Fire Works

July 3: Fire works conclude the Vermont Symphony Orchestra’s concert at Grafton. Concert begins at 7:30.  Tickets required. FMI: 802-843-2400

July 4: Ludlow’s fireworks will start at 9:30 at the West Hill Recreation area. Saxton River’s also begin at 9:30

July 7:  3rd Annual Independence Day Fireworks Celebration Crown Point Country Club 6-10pm at Crown Point Country Club (2 Weathersfield Ctr Rd Springfield). Free. Rain date is July 8

July 3: New England Brass Band performs for free at the Albert Bridge School from 5-6 in Brownsville.

- 21st Annual Vermont Symphony Orchestra & Fireworks Under the Stars. Grafton Ponds Outdoor Center. Tickets at gate-$28 adults, $10 kids (6-14), kids 5 and under are free. Gates open at 5:30 pm for picnicking.

JULY 4 (WEDNESDAY): HAPPY 4TH OF JULY. Legal holiday. Town office is closed
