1.CAVENDISH TOWN WIDE TAG SALE: The town wide tag sale is on July 27 (Saturday) from 9-2. Facebook Albums of various vendors’ items are now being posted to the Cavendish VT Facebook page. This is a community site so you don’t need to be a member to see this page. In addition, there is a special webpage, that’s updated daily, which provides information about where to shop, eat etc.

2. WORK SCHEDULE ON 103 FOR THE WEEK OF 7/22/19: Anticipated Weekly Work Schedule from Pike Industries. The contractor will continue working on bridge plug joints and railroad band joints the remainder of this week and early next week. These operations are weather dependent.  Hand painting of roadway markings will be completed late this week or early next week, weather and surface conditions permitting. The contractor will use the remainder of this month for job clean up.

The following actions were taken/discussed at the July 8th meeting:
• Approved the request to correct the errors of four property parcels, which were discovered after the grand list was lodged. 
• Appointed Linda Collins to the Cavendish Fire District 2 (Cavendish Village) Prudential board
• Approved the new 2019 Town Road and Bridge Standards
• Agreed to postpone the nomination and appointment for the vacant Select Board position, resulting from Michael Kell’s resignation due to relocation to New York. 
• Brendan McNamara, town manager, informed the board that the town’s Energy Committee’s grant for an Electrical Charging Station has been approved. The station will be located by Svec Park (Proctorsville Green) near Outer Limits Brewery. 
• McNamara reminded the Board that they had reviewed and approved a proposal from CLD Engineering for the replacement of a stone culvert that runs under Route131near Glimmerstone. This work needs to be done before 131 is repaved The Town is responsible for replacement of the sewer line that sits above this culvert. The cost of $75,000 will need to be added into the FY21 Sewer Budget next year. 
• Also discussed was the skim coating of 131. While there are still some bad spots, it is hoped that the improvements will hold until the repaving project begins next summer. It appears that no more work will be done this summer on 131. 
• Acting Cavendish Fire Department Chief, Abe Gross, was present to respond to Select Board member Mike Ripley’s comments from the June meeting regarding an incident with Ludlow Ambulance and CFD. Ripley was called out for an emergency and was unable to be at the meeting. Due to issues with his schedule, Gross did respond to comments made by Ripley. • Once again postponed setting the tax rate since the education rate has not been calculated by the State. Note that the state information was provided later in the week and tax notices have been sent to property owners.

Drug Task Force Charges Cavendish Man with Multiple Heroin Sales: A 25-year-old Cavendish man has been cited for multiple sales of heroin following an investigation into drug distribution in the Cavendish area, the Vermont Drug Task Force announced Monday. Garrett Strong-Lawson is due in court in White River Junction later this month to answer the felony charges.    Daily UV

Junior firefighter Ahna Perry named Captain of cadet program: Proctorsville Fire Department junior firefighter Ahna Perry was honored by being named captain to lead 25 cadets during a weeklong Vermont State Firefighters Association Cadet Academy in Pittsford, Vt. during the last week of June. Zach McNaughton Receives Okemo Valley TV Award: Okemo Valley TV, the community access television station and media education center, has announced the winners of its four annual awards that recognize volunteers and community members who have made significant contributions through the creation of programming or providing a valuable service to the organization. Producer of the Year went to Proctorsville resident, Zachary McNaughton, for the production of his new fishing series, “Vermont Master Anglers”, as well as overseeing “Trailer Trash Talk”, produced by students in his Video Production class at River Valley Technical Center. Congratulations Zach.

Springfield Hospital Argues Against Additional Oversight In Bankruptcy Court: The federal government wants to appoint a patient care ombudsman to make sure healthcare services at Springfield Hospital and at the hospital’s 13 clinics are maintained while the organization works through the Chapter 11 bankruptcy process. But the hospital is asking the judge to allow the medical system to operate without the additional oversight. VPR

THANK YOU FROM CVFD: The members of the Cavendish Volunteer Fire Department (CVFD) would like to extend a huge thanks to all the members of the community for the outpouring of generous donations in order for us to acquire a new air compressor. With your generosity, the department has enough funds to install, wire the new compressor and upgrade our air lines. We would also like to extend our appreciation to Imerys Talc of Ludlow, Vermont for their donation. The old compressor has served the community for 56 years. Hopefully the new on serves us just as well.

6. CAVENDISH CONCERT: SENSIBLE SHOES: The Town of Cavendish and the Cavendish Community and Conservation Association invite everyone to spend an evening listening to the sounds of Sensible Shoes at the Svec Memorial Green in Proctorsville on Wednesday, July 24th at 6:00 p.m. weather permitting. Sensible Shoes is a returning regular to the Green and is always warmly welcomed to the gazebo. The four members are drummer and singer Steve Drebber, lead guitarist and singer Tim Utt, bass guitar and vocalist Pooh Sprague, and Barbara Blaisdell on keyboard. 1. WORK SCHEDULE ON 103 FOR THE WEEK OF 7/8/19: Anticipated Weekly Work Schedule from Pike Industries. All work is subject to change due to weather or other unforeseen delays. Alternating one-way traffic patterns may occur at the location of active construction operations. A speed reduction zone (40 MPH) will be put in place throughout the length of the daily active construction zone. Speed limit reduction signs will be taken down at the end of each work day, and the speed reduction will not be in effect during non-work hours. The contractor will continue hand painting long lines (yellow and white) and general clean up throughout the entire project. One way alternating traffic may be required in areas of active construction.

Outer Limits Brewery Opens July 5: Outer Limits Brewing is opening Friday, July 5, 11 to 7, debuting the first eight brews. They are located in the brick building on the south side of Svec (Proctorsville) Green. Board of Civil Authority Hearings: The Cavendish Board of Civil Authority will meet on July 11, 2 pm at the Cavendish Town Office to hear appeals of persons, or other parties, who are aggrieved by the action of the board of listers and have timely filed their written appeal with the town clerk. Hearings will continue as scheduled with appellants until all parties are heard.

Ocean State Job Lots in Rutland: The discount store has recently opened at 241 S. Main St., near Aldi’s, in Rutland. The grand opening takes place on July 13.

Applications for Birth and Death Certificates: The Vermont Department of Health is initiating a new process for obtaining copies of birth and death certificates, effective July 1, 2019. People can search the new electronic system for an index of Vermont birth and death certificates dating back to January 1, 1909, and order certified copies online after entering valid identification information. They can also visit any town or city clerk’s office or the Health Department to request a certified copy or apply by mail. The fee for a certified copy is $10. healthvermont.gov/stats/vital-records

 

3. REPLACING SINGLE USE PLASTICS WORKSHOP: It wasn’t until 1985 that single use plastic bags became routinely used in grocery stores. Very quickly, they took on other uses: totes, liners for trashcans and a useful tool in cleaning up after the dog. Note that the first “Pooper Scooper” law went into effect in 1978, almost 10 years before the high volume of plastic bags became available.

With a ban on single-use plastics in Vermont, starting July 2020, the Cavendish Historical Society (CHS) is offering a special workshop to help prepare for the change ahead.

If this seems like an odd workshop for a historical society to offer, keep in mind that these organizations are good repositories of how people once lived. Sometimes we need to draw on that knowledge to help people adjust to changes that are more reflective of past eras.

On July 14 (Sunday), at 2 pm at the Cavendish Historical Society Museum, will offer “Replacing Plastics,” a hands on workshop that provides participants a chance to: make their own tote bags from old T-shirts; using the Japanese fabric wrapping Furoshiki, fold a beach towel so it doubles as a pillow and a carrying case; see a demonstration of converting a milk jug into a “pooper scooper”; and receive a handout on options for replacing single use plastics.

This workshop is free and open to the public. Please bring an old t-shirt. While there will be beach towels available for people to try folding, you may prefer to bring your own.

4. NEW AIR COMPRESSOR FUND: Many people stop by the Cavendish Fire Department to use the air compressor to fill tires, check leaks etc. This is a free service offered by CFD. However, the original air compressor from 1963 needs to be replaced. You can drop a donation at the fire house (look for the red fire truck) or send a donation to Cavendish Volunteer Fire Department Attn: Air Compressor Fund, PO Box 453, Cavendish, VT 05142.

5. CONCERNED ABOUT ENERGY ISSUES?: The Cavendish Energy Committee has short, effective meetings and gets things done. Projects have included replacing streetlights with LED lighting; developing a solar array for municipal buildings; insulating and upgrading utilities at the town office; and hosting a variety of free informational workshops. You can participate a little or a lot, and meet others from the Connecticut Valley with similar energy related goals. Bring your ideas to the table! 6. CAVENDISH CONCERT: SPRINGFIELD COMMUNITY BAND: The Cavendish Community and Conservation Association invites everyone to the Proctorsville Green for the continuing summer music series on Wednesday, July 17th at 6:00 p.m. to hear the large sound of the Springfield Community Band. Newcomers to the Cavendish Summer Concert Series, the band was formed in 1946 and has delighted audiences throughout southern Vermont ever since. Under the direction of conductor and music director Nicholas Pelton, the musicians regularly play in Springfield during the summer season, but also entertain at several village locations. 1. WORK SCHEDULE ON 103 FOR THE WEEK OF 7/1/19: Anticipated Weekly Work Schedule from Pike Industries. All work is subject to change due to weather or other unforeseen delays. Work to be performed on Monday, Tuesday and Wednesday morning next week includes final line striping layout, hand painting, hand paving, and fog sealing rumble strips. One-way alternating traffic patterns may be in effect in areas of active construction.

Holiday Schedule: In observance of the Fourth of July holiday, construction activities will end at noon on Wednesday, 7/3/19 and will resume on Monday, 7/8/19. Have a safe holiday weekend! 

 

2. WATER TESTS FOR THE BLACK RIVER: Thanks to Black River Action Team (BRAT), recreation areas on the Black River are tested on Wednesday morning and sent to the Endyne Lab in Lebanon, NH. Results are generally available by Friday, in time for weekend activities.

Tax Rate Will Not be Determined until July Select Board Meeting: While the Select Board met on June 24 to set the tax rate for the year, they were unable to do so as the state has yet to provide the necessary data to complete this tax. Therefore, the tax rate will be set at the July Select Board meeting.

GMUSD Board Meeting June 20: Last week’s Cavendish Update provided an overview of the current situation with two of the three boards associated with the Two Rivers Supervisory Union (TRSU) failing to meet the “Open Meeting Law,” with only the Green Mountain Unified School District (GMUSD) taking corrective action in accordance with state mandate. Further, the meeting on June 20th showed how serious this board is about transparency and not being caught off guard. As it is, all of the boards had been kept in the dark about two and now possibly three lawsuits against the TRSU. The board took a variety of steps to ensure that all information is shared with them in a timely and transparent manner. In addition, they voted on a new bus contract. During the ‘hear citizens” portion, which unlike other public meetings, occurs at the end of the meeting and not at the beginning, a parent from Chester spoke about her frustrations of trying to get in touch with the TRSU, who did not return her phone call or e-mail. 131 Resurfaced: Maybe it was the petition so many people signed in March, but the village areas of route 131 has been resurfaced along with freshly painted lines. A major improvement but a stop gap measure until the major repaving project that takes place next summer.

Cal Ripken Tournament at Greven Field: The Cal Ripken 12 U State Tournament will take place on Saturday, June 29 at 9 am. Valley League, which includes kids from Chester, Cavendish and Ludlow, will be playing at 9 am. Volunteers are needed to help staff the concession stand. If you can help out, please check in with Terry O’Brien.

Springfield Hospital Files for Bankruptcy: Springfield Medical Care Systems on Wednesday filed for Chapter 11 bankruptcy protection but said its hospital and health centers will remain open and operating through the process. No layoffs are planned, and the health-care organization, which includes Springfield Hospital, plans to hold community meetings next month in Springfield, Ludlow, Bellows Falls, Londonderry, and Charlestown. Hospital officials earlier this month said bankruptcy was possible as the health-care system tries to restructure approximately $6 million in debt to vendors and about $12 million in bank debt. WCAX

TRSU Summer Food Service Program: Two Rivers Supervisory Union is participating in the Summer Food Service Program. Meals will be provided to all children without charge and are the same for all children regardless of race, color, national origin, sex, age, or disability, and there will be no discrimination in the course of the meal service. Meals will be provided at a first come, first serve basis. Breakfast will be served from 8 to 8:30 a.m. through Aug. 9, expect for July 4, at the following locations: CTES, CAES, Ludlow Elementary. Lunch will be served from 12:30 to 1 p.m. through Aug. 9, except for July 4 at West Hill Dam, located at 239 West Hill Rd. in Ludlow.

New Inspection Rules go into Effect July 1: The revised Vermont Periodic Inspection Manual (PIM) has been adopted under the Administrative Procedures Act process and will go into effect on July 1st. The main goals of the review were to remove items that are not critical to the safe operation of a motor vehicle; modernize, simplify, and clarify language; and educate motorists on the importance of the safety inspection process, the relevance of the inspection criteria, and Vermont motor vehicle laws. he new manual organizes criteria into three categories: Pass, Reject, and Advisory. “Advisory” is designed to inform and/or educate the customer about a recommended repair or potential violation of law.  An advisory result does not prohibit a customer from passing inspection.  Numerous changes were made, and the three previous manuals have now been consolidated into a single comprehensive PIM. 3. CAVENDISH CONCERTS BEGIN WITH GYPSY REEL: The Cavendish Community and Conservation Association and the Town of Cavendish invite everyone to spend an evening having fun on the Proctorsville Green on Wednesday, July 10th, starting at 6:00 p.m. when the annual summer music series kicks off with the sounds of Gypsy Reel.

For over twenty years Gypsy Reel has played high energy, stirring music rooted in the Irish tradition but influenced by world music. It is an exciting synthesis of rhythms and influences from three continents. Based in Ludlow Vermont the band continuously captivates local audiences.

This will be the first of several concerts that are held on consecutive Wednesday nights in July and August, weather permitting. This concert is sponsored by Outer Limits Brewing of Proctorsville.

The line up for this year’s season is as follows:

CCCA encourages all area residents and visitors to join their friends and neighbors in front of the gazebo on the green. Bring a blanket or a comfortable chair, have a picnic, or just lie back and relax on the grass. It’s a fun way to enjoy the summer weather and either reconnect with old friends or make new ones.
