Cavendish Select Board Agenda for 8/15/16

The Cavendish Select Board will be meeting on Aug. 15 (Monday) at 6:30 pm at the Cavendish Town Office. The agenda will be as follows:

1. Call the meeting to order

2. Conduct public hearing on the adoption of the Cavendish Flood Hazard Area Regulations (FHAR) update. The draft of the FHARs update were reviewed by the Board of Selectmen with the Chair of the Cavendish Planning Commission on May 23rd and with John Broker-Campbell, Floodplain Manager for Southern Vermont, on June 28th and were also discussed at Select Board meetings on October 13th & November 9th, 2015 and May 9th, June 13th & July 11th, 2016.

3. Review/approve minutes of the meetings of July 11th, July 25th and August 8th, 2016

4. Sign Orders

5. Review Correspondence

6. Adjust agenda

7. Hear Citizens

8. As Local Board of liquor Control, consider applications for Special Event permit for the Golden Honey Festival and also Catering Licenses for forthcoming Glimmerstone events.

9. Updates on two separate VTrans railroad projects to occur this year in Cavendish.

10. Discuss current status and activities related to conveyance of town parcel #1R06-059 which is town-owned land acquired via tax sale.

11. Discuss September 1, 2016 Transfer Station Fee Schedule Changes

12. Discuss issue with head board clearance of Truck #3

13. Review proposed FY 2017 Cavendish Municipal Wastewater System Budget and Rate Schedule for approval.

14. Brief discussion regarding progress on the board’s work plan for hiring of a Town Manager to replace the current manager who is retiring.

15. Town Manager to inform board of a workshop opportunity for Select Board members on Vermont’s open meeting laws which will take place in Chester this October.1

16. Updates on other town activities including the awards of a Vermont Better Roads grant and a VTrans Town Highway Structures (Bridge) grant.

1. JUSTICE OF THE PEACE NEEDED FOR CAVENDISH: The office of the Justice of the Peace (JP)  is one of the oldest public offices in the state, having been created by the Vermont Constitution in 1777. The role of the JP, besides performing marriages and administering oaths,  includes being a member of the Board of Civil Authority (BCA) and thereby serving as election officials as well as members of the town board for abatement of taxes. (The Vermont Justice of the Peace Guide, 2010, published by the VT Secretary of State’s office)

Cavendish votes for seven JPs every two years. Since the most recent election, two JPs (Jackie Blanchard and Will Hunter) have moved and one resigned (Barbara Dickey) resulting in four JPs carrying out the function ofthe BCA.

More pressing is the upcoming election and the need to elect seven JPs. The slate of nominees from the town’s Republican and Democratic Committees were not filed by the required deadline (first Tuesday in August). Further, the Democratic Party Committee recently dissolved due to lack of membership.

2. CAVENDISH RELATED NEWS

Cavendish Election Results: Of 1,074 registered voters, 248 (23%) voted in person and 17 (1%) by absentee ballot. Of the in-person voters, 140 (56%) voted Democrat, 107 (43%) Republican and one Progressive (<1%). This is a larger voter turnout than usual for a primary election. The first choice of Governor for the Democrats was Dunne, while the Republicans first choice was Lisman. See The Dish for full Cavendish election results. 

 Rutland Herald to be Sold:  The Mitchell family announced late Wednesday night they have entered into an agreement to sell the “The Rutland Herald” and Barre-Montpelier “Times Argus,” as well as affiliated print and online publications, to a company headed by Maine-based publishing entrepreneur Reade Brower and printing and marketing executive Chip Harris. GMP Customers Can Save Money with New Empower Rates: Green Mountain Power residential customers have a new option for saving money on their electric bills with the Empower Rate, a pilot program, which provides incentives for reducing energy use at peak times. This program is voluntary and could benefit those customers who are interested in saving money by reducing their energy use for up to ten “critical peak energy days” throughout the year. Sheriffs to Beef Up Work Zone Enforcement: As part of an annual effort to boost work zone safety, the Governor's Highway Safety Program is providing additional funding to allow additional deputies for selected high-risk construction projects. They will be used for speed and distracted driver enforcement. 

 

3. CHS OPENS MILL EXHIBIT: The Cavendish Historical Society (CHS) unveiled its exhibit on the history of the Cavendish Woolen Mills on Sunday, July 31. In an amazing coincidence, the relatives of HT Murdock, one time owner of the Proctorsville Mill, stopped by the Museum and donated the original keys to the Mill along with a portrait painting of H.T. Murdock.

As part of the Mill exhibit there are a variety of hands on activities that can be tried, including making a braided rag rug from woolen scraps. The Museum is open every Sunday from 2-4 pm and by appointment.

 4. BRGNS IN NEED OF CERTAIN ITEMS: Black River Good Neighbor Services is seeking donations of saleable goods for their thrift store at 37B Main Street in Ludlow. The store sells all kinds of donated items but is currently is in need of the following: infant clothing, kitchen utensils, fall clothing, hats, and waterproof gloves. Just as a reminder, BRGNS also sells furniture from its furniture store at 105 Main Street, but does not accept large appliances or televisions. Proceeds from the sale of goods in both stores are used to support the purchase food for the food shelf or the distribution of financial assistance in the community. The BRGNS thrift store is located behind the Ludlow Community Center. Its food, education and financial assistance programs serve Ludlow, Cavendish, Mount Holly and Plymouth. BRGN is a 501(c)(3) charity and donations are tax deductible.

5. GFWC ANNUAL TAG SALE: This year's GFWC Okemo Valley Women's Club annual yard sale is returning on Saturday, August 20, 2016. Anyone who has attended in the past is familiar with the myriad of household goods, furnishings, curios, books and fun bargains to be found at this annual fundraising event. Laughter, deals and good will abound at this tag sale, which will again be held at 94 Main Street in Ludlow, just a few steps from Fletcher Memorial Library. The sale will run from 9am to 1pm. GFWC is an international women's organization dedicated to community improvement and enhancing the lives of others through volunteer service.

 

6. EVENTS

AUGUST 15 (Monday): Select Board Meeting, 6:30 pm at the Town Office.

AUGUST 17 (Wednesday): Due to rain on Aug. 10, last week’s Yankee Chank Concert has been rescheduled for this evening. This is the last concert on the Proctorsville Green. Concert starts at 6 pm. Check the Cavendish VT Facebook page for any possible venue changes the day of the concert.
