1. CAVENDISH RELATED NEWS

A Day of Hope in Cavendish: On July 27, the youth group from Hope Church, King of Prussia, Pa, along with their chaperones, came to Cavendish for a day of service. They did everything from righting 60 grave stones in the Cavendish Cemetery, repairing and painting, hauling wood, removing old chicken coops and cleaning out and restoring a home that had been left damaged by tenants. They are now very familiar with the Cavendish Transfer Station. Their energy and spirit was both infectious and incredible. What a group of hard workers. A very special thank you to this group, their mentors and chaperones as well as to the Cavendish contingent that worked with them-Abe Gross, Cavendish Baptist Church, Bruce McEnaney, Carl Liener, Etienne Ting and Margo Caulfield. See them in action at the Cavendish VT Facebook page.

Proctorsville Resident Montesi Steps Down as Director of Music: Candace Montesi is wondering what she is going to do with her Sunday mornings beginning next month. With the exception of an occasional winter trip to Florida, the Proctorsville resident has been going to work every Sunday morning for the past 17 years as the director of music at the First Congregational Church in Springfield. Sunday, July 31 will be her last day, as Montesi retires from her duties as director and organist with a final celebration and brunch. Eagle Times

Second West Nile Virus Case Found in Windsor County: The Vermont Department of Health has notified Ludlow and other town health officers that the second case of West Nile Virus disease has been found in Windsor County. According to Ralph Pace, Ludlow Town Health Officer, the state-monitoring agency noted, "This latest case became ill in mid-July and, similar to the case from earlier in June, has the neuroinvasive form of the disease."  Kleen Laundry Files for Bankruptcy: With services in Claremont, NH and the Upper Valley, Kleen Laundry has filed for bankruptcy protection, citing a “challenging time” with its primary commercial customer base — hospitals to which it provides linen and uniform cleaning services. Valley News

PT Farm Recalls Beef: PT Farm, LLC, a North Haverhill, N.H. establishment, is recalling approximately 8,800 pounds of raw beef products that may be contaminated with E. coli O157:H7, the U.S. Department of Agriculture’s Food Safety and Inspection Service (FSIS) announced this week. Produced between June 6 and June 16, the beef was sold in VT and packaged under brand names Chestnut Farms, PT Farm, Miles Smith Farm and Robie Farm. VT Hunting Permits Doubled Due to Explosion in Deer Population: Vermont wildlife officials say there’s been an explosion of the deer population and they're taking steps to thin the herd. “Last winter was extremely mild,” wildlife biologist Scott Darling said.  “As a matter of fact one of the most mild on record.” As a result, far more deer survived the season.  Darling said that's why Vermont is nearly doubling the number of hunting licenses it's issuing this year. New VSP Dispatch System: State Police have to switch over to the new dispatch center in Westminster. The new $6.8 million dollar barracks opened last week, replacing the Rockingham center. State Police say they have tested the new system twice with an eight-hour and a 12-hour shift last month.  This new PSAP center comes after public safety decided to consolidate dispatching into two locations in Westminster and Williston.  State Police barracks in Rockingham and Brattleboro were closed last week and will be sold by the state. 2. BLUEBERRIES BENEFIT YOU AND CHS: Besides being sweet and wonderful, blueberries are associated with the following benefits: healthy bones; lowers blood pressure; wards off heart disease; prevents cancer; improves mental health, and fights wrinkles.

Once again, thanks to the generosity of Bruce and Betty McEnaney, half the proceeds from picking their organic blueberries, ($3 a pint) goes to the Cavendish Historical Society's (CHS) program at CTES. Last year the 6th grade spent the day at Sturbridge Village thanks to blueberry pickers.

Located at 354 Miner Rd, just over the Cavendish line in Chester off of Smokeshire (part of Cavendish at one time), lock in your GPS and head for some of the best blueberry picking ever.

3. YANKEE CHANK LAST CONCERT OF THE SEASON ON 8/10: The Town of Cavendish presents the last in its continuing series of Wednesday evening concerts on August 10th at 6:00 p.m. when Yankee Chank will appear on the Green in Proctorsville.  Yankee Chank is a Vermont group that performs Cajun and Zydeco dance music from the heart of southwest Louisiana.

Wondering about the name? Yankee Chank is the Cajun term given to musicians and dancers from outside the area, with the “chank” part coming from the derogatory term for Cajun music-“chanky-chank.”

Band members-including Cavendish fiddler Bob Naess, have spent years playing in Louisiana as well as at festivals and concerts all over the country. In addition to fiddle, Yankee Chank includes bass (Mark Sustic), guitar (Jim Burns), drums (June Drucker) and accordion (Cannon LaBrie). This is some of the most danceable music around so don’t miss it.

This concert is sponsored by Black River Produce, the Fresh Connection. This is the last in a series of six concerts coordinated by the Cavendish Community and Conservation Association. All concerts are free and open to the public. Bring a blanket or a chair and a picnic dinner. Join with friends or make new ones. Please help continue this free Wednesday evening tradition in Cavendish. Everyone is welcome.

For more information please call Robin at 226-7736. In case of rain, please check the Cavendish Facebook page for further information.

No Community Lunches for August and September: Gethsemane Church will not be holding their community lunches for the months of August and September but will resume in October.

Chester’s 250th Celebration: In celebration of the town of Chester’s 250th anniversary of the New York Charter, a committee of residents has planned a series of events for the coming weekend are planned. Please check out The Telegraph Calendar of Events   for more details. Note fireworks will be held on Saturday at dusk at McKenzie Field, 569 Rt. 103 South

State Tightens Standards For EB-5 Funded Ski Condos in Ludlow: State regulators last month told an EB-5 developer in southern Vermont to stop marketing a ski condo project to potential immigrant investors for the time being. The Vermont Department of Financial Regulation has directed the developers of South Face Village, located adjacent to the Okemo Mountain ski area, to update an agreement with investors and accept new state oversight measures. The developers and the state are still negotiating terms and are expected to resolve outstanding issues in the next few weeks, officials say. The state is imposing more stringent standards on EB-5 projects in the wake of fraud allegations at Jay Peak and Burke Mountain ski resorts in the Northeast Kingdom. VT Digger

VT Law Allows Locked Car Rescues: Vermonters who break into locked cars to rescue a child or dog in imminent danger are now shielded from civil liability under a new Vermont law. Only for emergent situations, the law that took effect July 1 addresses incidents in which dogs and children have been left in hot vehicles. It requires people to call 911, fire or police before breaking into the vehicle. They must also check that the doors are locked, use only necessary force to enter the car, stay with the child or dog until emergency responders arrive and leave a note explaining what happened.

3. SIGNS GOING UP FOR TOWN WIDE TAG SALE: This weekend the recognizable red signs for the 6th Annual Town Wide Tag Sale go up around town. The Cavendish Connects website  now has a banner across it making it easier to link to the Tag Sale page. So if you plan on participating in this year’s tag sale, want space on one of the greens, and/or want to appear in the on-line directory, please e-mail cavendishconnects@gmail.com or call 802-226-7807.

4. WEED WACKERS NEEDED: The Cavendish School could really use some help next Saturday, July 23 at 8 am to level the weeds in the lot next door to the school.  About a month ago the committee and some volunteers planted about 20 trees and shrubs and perennial plants on the property, which look great. Now we would like to cut all of the weeds and keep them at bay.  Eventually we will be excavating the lot and getting some topsoil more plantings, sitting area, and rehabilitating the small pond for science study. Please consider bringing a week wacker and volunteering for an hour or more.  Any and all help will be appreciated to make this task go quickly.

5. GREEN BROTHERS BAND TO PERFORM: The Town of Cavendish and the Cavendish Community and Conservation Association invite everyone to welcome a returning group to the Cavendish Music Series on Wednesday, July 27th at 6:00 p.m. when the Green Brothers Band takes the stage on the Proctorsville Green. This will be the fourth of six concerts that are held on consecutive Wednesday evenings in July and August.

The Green Brothers Band has been performing as a group for over twenty years throughout New England and New York. The band’s unique blend of musical genres packs a cool, funky, soul-stirring punch. The Castleton based band’s repertoire includes an eclectic mix of jazz, blues, rock, r & b, reggae, and Latin fusion, as well as original compositions.

The concert is free and open to everyone, not just Cavendish residents. It’s a fun way to enjoy the summer weather and either reconnect with old friends or make new ones. So join your friends and neighbors in front of the gazebo on the green. Bring a blanket or a comfortable chair, have a picnic, or just lie back and relax on the grass. The concert is sponsored by the Cavendish Recreation Department.

SELECT BOARD MEETING 7/11/16

Select board (SB) meetings are recorded by LPC-TV and are available at their website and on Comcast Television.  Written minutes are available at the town’s website.

Among the activities discussed and dealt with at the meeting were the following:

A. Public Hearing on the Cavendish Municipal Water System Bylaws: No public comments were made at the hearing and the board unanimously adopted the Bylaws, which hadn’t been updated in a number of years. The Bylaws will soon be posted to the town’s website.

B. Replacement of Town Manager: With Rich Svec, town manager, retiring in September, the question was raised whether the SB had formed a search committee or if they already had someone in mind. The SB said they will be dealing with this in August but did go into executive session to discuss it.

C. Report from the Telecommunications Committee

• Cavendish is still in the running for grant funding from the state for the town’s underserved areas. However, the grant applications are being delayed due to one of the Internet providers questioning 40,000 of the identified underserved addresses in the state.

EC-Fiber  may now be an option the town should consider. New legislation has made them a “Communications Union District,” allowing them to provide service to abutting towns. EC Fiber is in Reading.

• TDS has installed the 10 G “Ring” Calix E7 fiber system for the town (exception being the Knapp Pond area, which is served by Fair Point). Now that the “Ring” has been built, TDS will be performing "cut overs" meaning that the local service team will be transferring the different junction boxes from the old system to the fiber one. As the cut overs are made, users will notice an improvement in their connections, with better connectivity by the end of July beginning of August. Depending on location, some users may notice it quicker if they are among the first to be switched over.

• There are five new E-7 boxes going in as follows: Perkinsville, Proctorsville, Twenty Mile Stream, Cavendish Pointe and Tarbell Hill.  For the first time, those on Tarbell Hill with dial up will have DSL.

• The "maintenance" period for TDS is considered 12 am-6 am, which is when the cut overs are taking place. TDS does not generally notify customers when they are doing maintenance work.

D. FY 2017 Taxes: The tax rate for the coming year is close to last year as the increase in the town budget was offset by a decrease in the school budget. The tax rates will be as follows:

- Fire District 1 (Proctorsville): Resident 1.8533; Non-resident 1.8712

- Fire District 2 (Cavendish): Resident 1.8181; Non-resident 1.8360

For a PDF copy of the tax sheet, go to The Dish.

E.  Changes in Library Board: Mary McCallum has resigned from the Cavendish Library Board. The SB approved the replacement of McCallum with Cheryl Liener.

F.  Cavendish Flood Hazard Area Regulations Hearing: The SB set the date of August 15 (Monday) for the public hearing on the Regulations.

G.  Change of Date for August SB Meeting: The August SB meeting will take place on the third Monday of the month, August 15.
