1. SELECT BOARD MEETING 7/11/16: Select board (SB) meetings are recorded by LPC-TV and are available at their website and on Comcast Television.  Written minutes are available at the town’s website.  Among items discussed/voted on at Monday night’s meeting were:

• Adoption of new Cavendish Municipal Water System By-laws

• Recap of FY 17 Taxes: Close to last year as the increase in the town budget was offset by a decrease in the school budget. The tax rates will be as follows:

- Fire District 1 (Proctorsville): Resident 1.8533; Non-resident 1.8712

- Fire District 2 (Cavendish): Resident 1.8181; Non-resident 1.8360

• Telecommunications Report

• Approval of Cheryl Liener replacing Mary McCallum on the Cavendish Library board.

• Public Hearing set for Aug. 15 for the Cavendish Flood Hazard Area Regulations

No Community Lunches for August and September: Gethsemane Church will not be holding their community lunches for the months of August and September but will resume in October.

Chester’s 250th Celebration: In celebration of the town of Chester’s 250th anniversary of the New York Charter, a committee of residents has planned a series of events for the coming weekend are planned. Please check out The Telegraph Calendar of Events   for more details. Note fireworks will be held on Saturday at dusk at McKenzie Field, 569 Rt. 103 South

State Tightens Standards For EB-5 Funded Ski Condos in Ludlow: State regulators last month told an EB-5 developer in southern Vermont to stop marketing a ski condo project to potential immigrant investors for the time being. The Vermont Department of Financial Regulation has directed the developers of South Face Village, located adjacent to the Okemo Mountain ski area, to update an agreement with investors and accept new state oversight measures. The developers and the state are still negotiating terms and are expected to resolve outstanding issues in the next few weeks, officials say. The state is imposing more stringent standards on EB-5 projects in the wake of fraud allegations at Jay Peak and Burke Mountain ski resorts in the Northeast Kingdom. VT Digger 

VT Law Allows Locked Car Rescues: Vermonters who break into locked cars to rescue a child or dog in imminent danger are now shielded from civil liability under a new Vermont law. Only for emergent situations, the law that took effect July 1 addresses incidents in which dogs and children have been left in hot vehicles. It requires people to call 911, fire or police before breaking into the vehicle. They must also check that the doors are locked, use only necessary force to enter the car, stay with the child or dog until emergency responders arrive and leave a note explaining what happened.

 

3. SIGNS GOING UP FOR TOWN WIDE TAG SALE: This weekend the recognizable red signs for the 6th Annual Town Wide Tag Sale go up around town. The Cavendish Connects website  now has a banner across it making it easier to link to the Tag Sale page. So if you plan on participating in this year’s tag sale, want space on one of the greens, and/or want to appear in the on-line directory, please e-mail cavendishconnects@gmail.com or call 802-226-7807.

 

4. WEED WACKERS NEEDED: The Cavendish School could really use some help next Saturday, July 23 at 8 am to level the weeds in the lot next door to the school.  About a month ago the committee and some volunteers planted about 20 trees and shrubs and perennial plants on the property, which look great. Now we would like to cut all of the weeds and keep them at bay.  Eventually we will be excavating the lot and getting some topsoil more plantings, sitting area, and rehabilitating the small pond for science study. Please consider bringing a week wacker and volunteering for an hour or more.  Any and all help will be appreciated to make this task go quickly.

 

5. GREEN BROTHERS BAND TO PERFORM: The Town of Cavendish and the Cavendish Community and Conservation Association invite everyone to welcome a returning group to the Cavendish Music Series on Wednesday, July 27th at 6:00 p.m. when the Green Brothers Band takes the stage on the Proctorsville Green. This will be the fourth of six concerts that are held on consecutive Wednesday evenings in July and August.

The Green Brothers Band has been performing as a group for over twenty years throughout New England and New York. The band’s unique blend of musical genres packs a cool, funky, soul-stirring punch. The Castleton based band’s repertoire includes an eclectic mix of jazz, blues, rock, r & b, reggae, and Latin fusion, as well as original compositions.

The concert is free and open to everyone, not just Cavendish residents. It’s a fun way to enjoy the summer weather and either reconnect with old friends or make new ones. So join your friends and neighbors in front of the gazebo on the green. Bring a blanket or a comfortable chair, have a picnic, or just lie back and relax on the grass. The concert is sponsored by the Cavendish Recreation Department.

6. EVENTS

JULY 20 (Wednesday): Sensible Shoes is the featured artist for the Wednesday night Concert on the Proctorsville Green, which gets underway at 6 pm. Check Cavendish VT Facebook page in the event of rain.

SELECT BOARD MEETING 7/11/16

Select board (SB) meetings are recorded by LPC-TV and are available at their website and on Comcast Television.  Written minutes are available at the town’s website.  

Among the activities discussed and dealt with at the meeting were the following:

A. Public Hearing on the Cavendish Municipal Water System Bylaws: No public comments were made at the hearing and the board unanimously adopted the Bylaws, which hadn’t been updated in a number of years. The Bylaws will soon be posted to the town’s website. 

 

B. Replacement of Town Manager: With Rich Svec, town manager, retiring in September, the question was raised whether the SB had formed a search committee or if they already had someone in mind. The SB said they will be dealing with this in August but did go into executive session to discuss it.

 

C. Report from the Telecommunications Committee

• Cavendish is still in the running for grant funding from the state for the town’s underserved areas. However, the grant applications are being delayed due to one of the Internet providers questioning 40,000 of the identified underserved addresses in the state.

EC-Fiber  may now be an option the town should consider. New legislation has made them a “Communications Union District,” allowing them to provide service to abutting towns. EC Fiber is in Reading.

• TDS has installed the 10 G “Ring” Calix E7 fiber system for the town (exception being the Knapp Pond area, which is served by Fair Point). Now that the “Ring” has been built, TDS will be performing "cut overs" meaning that the local service team will be transferring the different junction boxes from the old system to the fiber one. As the cut overs are made, users will notice an improvement in their connections, with better connectivity by the end of July beginning of August. Depending on location, some users may notice it quicker if they are among the first to be switched over. 

• There are five new E-7 boxes going in as follows: Perkinsville, Proctorsville, Twenty Mile Stream, Cavendish Pointe and Tarbell Hill.  For the first time, those on Tarbell Hill with dial up will have DSL.

• The "maintenance" period for TDS is considered 12 am-6 am, which is when the cut overs are taking place. TDS does not generally notify customers when they are doing maintenance work.

 

D. FY 2017 Taxes: The tax rate for the coming year is close to last year as the increase in the town budget was offset by a decrease in the school budget. The tax rates will be as follows:

- Fire District 1 (Proctorsville): Resident 1.8533; Non-resident 1.8712

- Fire District 2 (Cavendish): Resident 1.8181; Non-resident 1.8360

E.  Changes in Library Board: Mary McCallum has resigned from the Cavendish Library Board. The SB approved the replacement of McCallum with Cheryl Liener.

 

F.  Cavendish Flood Hazard Area Regulations Hearing: The SB set the date of August 15 (Monday) for the public hearing on the Regulations.

 

G.  Change of Date for August SB Meeting: The August SB meeting will take place on the third Monday of the month, August 15. 

Select Board Agenda 7/11/16

The Cavendish Select Board will meeting on Monday, July 11, 6:30 pm at the Cavendish Town Office. The agenda will be as follows:

1. Call the meeting to order

2. Conduct public hearing with regard to update of the Cavendish Municipal Water System Bylaws before intended adoption of the revised bylaws. Cavendish Board of Water Commissioners reviewed and approved of the revisions on April 25th, 2016 and the Cavendish Board of Selectmen has previously reviewed the by-law revision draft at its regularly scheduled meeting on June 13th, 2016 whereat it set the July 11th public hearing date.

3. Review/approve minutes of the meetings of June 13th, June 28th and July 6th, 2016

7. Hear Citizens

8. Recap of activities with regard to setting the tax rate and sending out the FY17 tax bills.

9. Town Manager to propose that the Select Board consider a lot line adjustment on town-owned parcel #1R06-059 (which is currently on the market) with the adjoining property owned by Ward.

10. Consider letter of request from the Cavendish Library Board with regard to a replacement of a board member who has recently resigned.

11. As Local Board of Liquor Control, consider a request for a catering license for Vermont Farms Catering for an event on August 6, 2016 at Foxford Farm.

12. Set date for public hearing with regard to the adoption of the Cavendish Flood Hazard Area Regulations (FHAR). The draft of the FHARs update were reviewed by the Board of Selectmen with the Chair of the Cavendish Planning Commission on May 23rd and with John Broker Campbell, Floodplain Manager for Southern Vermont, on June 28th.
