Trunk & Treat Winners
By popular vote, first place winners of Cavendish’s first ever Halloween Truck or Treat was Jess and Joseph Arnold for their amazing castle. Second place went to the Hugh’s family for their “Pumpkin Patch.” Thanks to all those who helped to make two new Halloween activities for Cavendish-the Greven Haunted Trail and Trunk or Treat- so successful.
 
Keep Cars Locked and No Valuables in the Car: In the last several weeks there have been reports of “larceny from motor vehicle,” primarily along Main Street. Locking your car and leaving nothing visible deters break ins.
 
Cavendish Man Wanted for Gas Theft: Rutland State Police and Fair Haven Police Department are investigating a series of gas drive-offs in the West Rutland and Fair Haven areas.  Investigation suggests that the same male was driving a white 2004 Ford pick-up with Vermont Truck Registration 231A531 on November 1, 2015 at 2:54 p.m. when gas was most recently pumped at the West Rutland Stewart's then left without attempting to pay.   This vehicle is registered to Stephen M. Couillard, 29 of Cavendish, VT. State Police are looking to locate Mr. Couillard and/or the truck's operator.  Video surveillance shows that this truck has been filled several times in the area without any attempt to pay for gas.  Anyone with information is encouraged to contact the Vermont State Police at 802-773-9101.  Information can also be submitted anonymously online at www.vtips.info or text "CRIMES" (274637) to Keyword: VTIPS

Habitat for Humanity-Greater Springfield Area Bean Soup Fundraiser: Creating affordable homes in Springfield and surrounding towns, including Cavendish, the specially packaged bean soup of Habitat for Humanity-Greater Springfield area are being sold at Crow's Bakery, the Village Clipper and Singleton's. Stop by and pick up a bag this week as they're only $3.50 a piece. "Like" them on Facebook to learn more about what they are doing, how you can be involved and/or benefit from the services they provide. 
 
2. CAVENDISH TELECOMMUNICATIONS UPDATE: TDS
On October 30, the Cavendish Telecommunications Committee met with representatives from TDS about upcoming changes. In February, when Scott Brooks of TDS, meet with the Select Board, he explained that a new line would be added so that Proctorsville and Perkinsville would no longer be sharing the same bandwidth line. That plan has since been changed and the new one is to establish a 10G “ring” for those being served from the Proctorsville Central Office (PCO)-Main Street in Proctorsville (about 350 customers). This is a Calix E7 fiber system, similar to the one being used in NH, where 1G service is now available to homes.
 
TDS’ 10G network is the “backbone network” that connects TDS markets to each other, to data centers, and to the Internet.  The infrastructure is being installed in order to facilitate fiber to the home down the road, as well as to increase current connectivity to the 350 customers being served by the PCO. If you are paying for 15 Mbgs, you should start receiving it and not the lower speeds reported in the recent Speed Test Survey. While it is hoped that those customers on the “spur lines,” (Twenty Mile Stream, Chubb Hill, Center Road etc.), will see improved service, as the bandwidth bottleneck in the PCO will be significantly improve, this is not guaranteed.
 
Installation of the  E7 system should be completed in the next 30 days.  However, it is unclear when fiber to the home, built over the copper system would be available to the Cavendish TDS customer. According to TDS, the 10G ring approach is an excellent one- not a “Band-Aid” but rather an investment in new equipment, which ultimately will not only improve connectivity but also set the stage for much faster speeds.
 
3. SOLAR POWER PROJECT PUBLIC INFORMATION MEETING 
On Monday, November 16, the Ludlow Select Board will hold a public information meeting at 7:00 pm in the Town Hall Auditorium, located at 37 Depot Street in Ludlow, VT to hear a presentation by Ranger Solar LLC regarding the proposed “Coolidge Solar Project.”
 
The proposed Coolidge Solar Project will be up to a 20 MW of solar generation consisting of up to 95,000 solar photovoltaic panels installed in linear arrays on both sides of Barker Road on lands referred to as the “Barker Farm” near the intersection with Nelson Road and Quent Phelan Road. The lines needed to connect the solar project to the VELCO station cross Cavendish land, which automatically gives the town “party” status.
 
The community is encouraged to attend to further their understanding of the proposed project and discuss its ramifications for our region.
 
Representatives from Ranger Solar as well as the Vermont League of Cities & Towns will be available to hear public comment and respond to questions. CooIt is anticipated that formal application by Ranger Solar LLC will be made to the Vermont Public Service Board later in November.

4. 2ND ANNUAL ABUNDANCE SWAP A MONTH AWAY
Even with the change back to standard time, the 60-degree days of the past week aren’t exactly the reminder that Thanksgiving is less than three weeks away and that the Abundance Swap is a month from today’s post.
 
There were lots of wonderful presents that people picked up for friends, families and even themselves at last year’s Abundance Swap so we’re expecting even more amazing things this year. The rules are simple:
• Pick 3-5 items in your home, shop or office that someone would enjoy as a gift. These should be in really good shape and of quality, meaning it’s well made and likely to be valued by someone. Children are encouraged to bring gently used toys they may have outgrown or no longer use.
• Bring them to the Cavendish Town Elementary School on Saturday morning, December 5, starting at 9:30 am.
• Drop off your items, enjoy a visit with your neighbors and the Cavendish Connects team, as well as share the stories of what you are bringing to the swap.
• From 10-11:30, select presents for someone on your holiday giving list (it can be you).

5. HOLIDAY FOOD APPLICATIONS ARE DUE DECEMBER 1ST 
The staff of Black River Good Neighbor Services has announced that they are accepting applications for the 2015 Holiday food basket program. They ask that completed applications be submitted by December 1, 2015.
 
Anyone living in Ludlow, Proctorsville, Cavendish, Mount Holly, Belmont or Plymouth who believes that they qualify need only stop by Black River Good Neighbor’s Food Shelf and Thrift Store at 37B Main Street in Ludlow to pick up an application. Applicants can also download the application on-line from the BRGNS website.
 
Even if a family or an individual received a food basket in past years, they must complete a new application this year. It is an easy process and we are here to help. Those people who are unable to get to the store may call Audrey Bridge, executive director, at 802-228-3663 for assistance.
 
6. ANNUAL SKI & SNOWBOARD SWAP NOV 20-22 
Here’s a great opportunity to purchase new and pre-owned ski and snowboard equipment, clothing and accessories at great prices! All proceeds benefit Okemo Mountain School (OMS), which some Cavendish students attend. Sellers keep 75 percent of the selling price and OMS receives 25 percent. Drop off gear to sell Nov. 14, 15 and 18; 10 a.m.- 3 p.m. in the Sitting Bull at Okemo Mountain. 7. TURKEY BINGO AT CTES: NOV. 13
Everyone needs a turkey for Thanksgiving. Win one, or other great prizes, at the annual Cavendish Town Elementary School’s PTO Turkey Bingo on Nov. 13 from 6-8 pm in the multi purpose room. Pizza by the slice will be on sale.
 
8. CAVENDISH TAPESTRY PROJECT
The Cavendish Tapestry Project (a project of Fiber Arts in Vermont) wishes to thank the Cavendish Community Fund and the Fletcher Farm Foundation for recent grants to fund parts of this community-weaving project.  A generous grant from CCF enabled a purchase of a portable tapestry loom and other weaving tools.  The grant from Fletcher Farm Foundation will allow us to offer a low cost workshop by a nationally known tapestry artist in June.  Thank you both so much for supporting this effort.
 
A community tapestry is a piece of art that is designed and woven by residents. Suggestions for the design will come from community members.  The theme is Cavendish, Center of the Universe!  If you have an idea for a design, a picture or a paragraph, please send them to The Cavendish Tapestry Project @FAVT. Cavendish Gulf Rd Continues to be Closed:
 The Cavendish Gulf Rd has been closed since Sept. 15 as a result of culvert repair on the Chester side. While the projected date of completion was advertised to be Oct. 15, the road remains closed.  Calls to the Chester Town Office indicate that it could be “several more weeks” before the road reopens. We were unable to obtain information about the cause of the delay.
 
VTel’s Broadband Project Complete But Not Fully Operational: A statewide wireless broadband system paid for, in part, by the federal government is complete, according to the agency that funded the project, the U.S. Department of Agriculture's Rural Utilities Service.  But state officials say many Vermonters are still waiting for service. “They’ve met the intent of the application. They’ve provided service to 97 percent of the territory that they identified in the application. They’ve completed 132 towers even though the application said they were only going to do 119." Jim Porter, director of the Division of Telecom and Connectivity with the Public Service Department says he hasn’t received information from VTel on how many are being served currently, but based on calls he’s getting, many people the project is supposed to reach are waiting. Yogi McNamara Runfest-Inspiration Across the Generations: This past Saturday, well over 100 folks, many from Cavendish, participated in what will no doubt become a fall tradition in the region: The “Yogi” McNamara Runfest, which is in memory of former Proctorsville resident. Vermont Journal
 
VT Battery Recycling Program: The first-in-the-nation legislation requiring single-use battery recycling was signed into law in 2014, with program implementation beginning January 1, 2016. Residents will no longer need to separate out single-use batteries when they recycle. At the start of the New Year, Vermont residents will be able to recycle their household batteries (including AA, C, D, and other single-use battery types) at a wide variety of convenient locations, including retailers, municipalities, libraries, and other frequently visited locations. VHD Encourages “Selfies” When Getting Flu Shot: Grin, bare it, and send a selfie of yourself getting your flu vaccine. That is the message from the Vermont Department of Health and the Centers for Disease Control and Prevention (CDC), which has launched the #VaxWithMe selfie promotional campaign to capture and share that important moment when you get your shot. CDC will share photos with the #VaxWithMe hashtag across various digital platforms (Twitter, Facebook, Instagram, YouTube). 2. CAVENDISH FIRE DISTRICT #2 TO VOTE ON NEW TRUCK
The legal Voters of Cavendish Fire District #2 (Cavendish village) are notified and warned to gather at the Cavendish Town office on Nov. 16 at 7 pm to discuss the funding for a replacement rescue/pumper for Cavendish Fire District #2. Voting will take place by Australian Ballot on Nov. 24 with polls open from 10-7 at the Cavendish Town Elementary School. Only voters in Cavendish Fire District 2 are eligible to vote. The ballot will read,” Shall the voters of Cavendish Fire District #2 authorize the purchase of a replacement rescue/pumper in an amount not to exceed $500,000 to be financed over a period not to exceed 10 years.”
 
3. THE CAVENDISH WITCH
In September, a hand drawn map of Cavendish from the 1870’s was found that identified the area directly behind the Cavendish Village Cemetery (Stoneway) as the “Witch’s Bowl.”  There is a very large boulder in that area, that could be thought to look a bit like a witch’s cauldron, but no other information was provided. The map, along with the fact that the earliest settlers of Cavendish were “squatters,” led to the writing of The Cavendish Witch, which can be read on-line at the Cavendish Historical Society’s blogHappy Halloween! 
 
4. CHRISTMAS SALE
The Cavendish Baptist Church’s Christmas Sale will be on Saturday, Nov. 14 from 10-2. The Lunch menu will be chili, cornbread, brownies, coffee, tea, punch or bottled water. There is a half price sale on Christmas items as well as RADA Knives, Cookbooks (sale priced at $4 a piece) and new handcraft items by the Helping Hand Class members. FMI Barbara 226-7724.

Crime Alert: Gas Cans

Several homeowners have reported either stolen gas cans or evidence that they have recently been tampered with. The two parts of town were it has been reported include Main St., Proctorsville and the Knapp Pond area. If you keep gas cans, you may want to check them and store them in a safe place. 

After posting this noticed, learned of another home on Main St. Cavendish where a roll of transfer station tickets were stolen.

1. PRELIMINARY RESULTS OF THE SPEED TEST SURVEY 
The Cavendish Speed Test Survey ended Monday night. Of the 56 respondents 30 (54%) were TDS subscribers, 10 (18%) Comcast, 9 (16%) VTel and 7 (12%) listed “other.”
 
With the exception of Comcast, Internet service speeds are below Vermont’s Broadband standard of 4/1 Mbgs and the FCC’s January 1, 2015 standard of 25/3 Mbgs.

• Comcast 20.16/6.12
 
When combining all speed tests, regardless of provider, the town’s median average speed was 3.4/0.47 Mbgs. However, given that Comcast’s median speed far exceeded any other Internet provider, the town’s median speed, excluding Comcast, is closer to 2.56/0.46 Mbgs. There was little difference in speeds between morning and evening.
 
It is important to note that three respondents posted speeds of 0/0. All were located on Tarbell Hill and reflected the lack of service in that area.
 
In terms of impediments to service, 25 respondents (45%) reported Daily problems, while 17 (30%) had Weekly issues. Monthly and Rarely impediments were experienced respectively by seven (12%) respondents apiece. Excluding Comcast, Daily impediments were experienced by 50%; Weekly 28%; Monthly 13% and Rarely 9% of the time. The provider with the fewest amounts of impediments was Comcast, with 3 (30%) selecting Rarely.
 
Seventy percent of respondents with children had problems daily, compared to 28.6% for respondents without children.
 
The final results of the survey will be forwarded to the Vermont Division of Telecommunications and Connectivity as documentation that Cavendish is underserved for Internet and should be eligible for Connectivity funding.

Proctorsville Burglary: Gas can, half full, stolen from Proctorsville garage on Main Street in the last week or so. Homeowners just discovered that it was gone.
 
Former 2nd Grade Vera Davis Dies: It is with sadness that we post the passing of Vera Davis, who taught at CTES for many years. Graveside services will be held on Friday, Oct. 23 at 11 am in Pleasant View Cemetery Ludlow. For more information, please see her obituary. 
 
GMP Scam Calls: Customers are receiving calls from people pretending to be GMP, threatening disconnection and demanding instant payment. GMP never calls demanding instant payment. If you receive such a call and want to talk about your account, hang up and call 888-835-4672. Do not give credit card info to scammers!
 
VT and Cavendish NECAP Science Test Results: Vermont students performed at about the same level in science in 2015 as they did in 2014 and achievement gaps continued to grow, according to results from the New England Common Assessment Program (NECAP). Last year, 44% of fourth grade students met or exceeded the state science expectations –CTES students tested above the state average with 61% proficiency- 30% partially proficient and 7% below proficiency- and this year, 46% achieved the same standard. Grade 8 saw a slight decline from 25% met or surpassing standards last year to 24% this year. GMUHS 8th graders tested well below the state average with only 11% testing proficient, 47% partially proficient and 18% substantially below proficient  For Grade 11, there was a slight increase in the state from 30% to 32%. GMUHS 11th graders tested slightly above the state average with 33% proficient, 47% partially proficient and 18% substantially below proficient.  No CTES or GMUHS student for any grade achieved “proficient with distinction.” Press Release
 
Scouting Salute to Veterans: On November 7 (Saturday), Ludlow VT will host the 17th Annual Scouting Salute to Veterans Parade at 11 am. Veterans, area fire departments, police and rescue squads will participate in the event. It is anticipated that there will be 1,000 participants including antique rolling stock, 40th Army band, marching bands, fire trucks and more. 3. GOOD BYE HAUNTED HOUSE HELLO HAUNTED TRAIL 
For many years, children and parents alike were thrilled (and scared) by the Golden Stage Inn’s Haunted House, which began when the Greggs purchased the Inn back at literally “the turn of the century.” The current owners have kept the tradition alive until this year, when the props and other items, some dating back to the “haunted hallway,” are being turned over for the start of a new Cavendish tradition-“What Lies Behind the Green Monster?: A Haunted Walk at Greven Field.”
 
Sponsored by the Cavendish Rec Department & Goodman’s American Pie, the haunted walk at Greven Field will take place from 6-9 pm on Halloween, Oct. 31. The Goodman’s pizza truck- Pizza Helping People- is going to be there. Are you?
 
A special thank you to current Golden Stage Inn owners Julie and Michael, and to the originators of the “haunted inn,” Sandy and Peter Gregg, for many years of wonderful Halloween memories.
 
A second new tradition is being started this Halloween with the “Trunk or Treating” at the Cavendish Elementary School parking lot from 5-7 pm. Adults can bring their car, decorate the trunk with a theme and hand out candy for the Trick-or-Treaters!  Come in costume, collect candy and vote for the best decorated trunk. 4. ARCHER MAYOR HELPS LAUNCH 1ST CAVENDISH BOOK JAM 
 The first Cavendish Book Jam will take place on Saturday November 7th at the Cavendish Fletcher Community Library in Proctorsville.  The doors open at 12.30pm and the author talks will start at 1pm.  The afternoon will feature three Vermont writers talking about their books and their writing processes. 
 
Kathryn Bonnez is a retired English as a Second Language Teacher and incurable explorer whose first book, A Lone Star in the Green Mountains, allowed her to combine three of her passions: history, traveling, and writing. Originally from Texas, she has lived mostly in the Northeastern United States as well as many years in France. She has lived and has a house in Chester, VT. 
 
Archer Mayor is a death investigator for Vermont’s Office of the Chief Medical Examiner, a detective for the Windham County Sheriff’s Office, the publisher of his own backlist, a travel writer for AAA, and he travels the Northeast giving speeches and conducting workshops. He has 25 years of experience as a volunteer firefighter/EMT. Mayor was brought up in the US, Canada and France and had been employed as a scholarly editor, a researcher for TIME-LIFE Books, a political advance-man, a theater photographer, a newspaper writer/editor, a lab technician for Paris-Match Magazine in Paris, France, and a medical illustrator. In addition to writing novels and occasional articles, Mayor gives talks and workshops all around the country, including the Bread Loaf Young Writers conference in Middlebury, Vermont, and the Colby College seminar on forensic sciences in Waterville, Maine. Mayor's latest Joe Gunther mystery, The Company She Kept, released earlier this Fall.
 
Brian Staveley is the author of The Emperor’s Blades, the epic fantasy trilogy, Chronicle of the Unhewn Throne from Tor Books. The first two books, The Emperor's Blades and The Providence of Fire have already been published, while the final volume of the series, The Last Mortal Bond, will come out in 2016. Staveley has taught literature, religion, history, and philosophy, all subjects that influence his novels, and holds an MA in Creative Writing from Boston University. He works as an editor for Antilever Press, and has published poetry and essays, both in print and on-line. He lives in Vermont with his wife and young son, and divides his time between running trails, splitting wood, writing, and baby-wrangling.
 
The first Cavendish Book Jam will take place at 1pm on Saturday November 7th at the Cavendish Fletcher Community Library at 573 Main Street Proctorsville, VT. There is no charge for this event.
 
5. BRGNS STICK SEASON SOCIAL FUNDRAISER
Black River Good Neighbor Services is holding its sixth annual Stick Season Social at Sam’s Steakhouse on Saturday, November 7th starting at 6:00 p.m. “Stick Season is that time between the fall leaves and the winter snow. There are no free concerts and not much to do, so it’s a great time to party,” said Peter LaBelle, President of BRGNS. “This is a fun fund raising dinner and it is our major fund raiser of the year. It will help BRGNS with operating costs so it can continue to help local people in need of food, rent, utilities and heat assistance.”
 
This year BRGNS welcomes Imerys Talc Vermont, Four Seasons Sothebys International Realty, and Vermont Properties and Development as major sponsors of the event.
In addition to dinner, the evening will include a cash bar, a terrific silent auction, and lots of raffle items and door prizes. Sam’s has planned a full buffet including its signature salad bar and a variety of entrées and desserts.
 
The event includes a wide variety of items in a silent auction, a raffle and door prizes, all of which are donated by the community.
 
Tickets are $55 per person, including dinner, gratuities and tax and can be purchased at BRGNS Thrift Store, Peoples United Bank, the Book Nook, and The Wine & Cheese Depot, all located in Ludlow.
