Cavendish Select Board Meeting 10/14/14

 The following items were discussed and/or acted upon at Monday night’s meeting:

 A. Cavendish Historical Society: Margo Caulfield, Coordinator of the Cavendish Historical Society (CHS) brought to the Select Board’s attention the need to address how the town is funding CHS, since the organization is responsible for $500,000 worth of town property (Museum building and Stone Church). At the March town meeting, the town approved tax abatements for the Black River Health Center (BRHC) and Fletcher Farms, plus added a Recreation Department. CHS receives a line item budget of $1,800 plus insurance, to maintain a half million dollars of town property.

Rich Svec, town manager, will review the original lease agreement between the town and CHS, which was signed in the 1970’s. As Caulfield noted, there was a larger residential population and fewer organizations back then, making it easier to recruit volunteers and funds. Last year alone, between in-kind contributions and expenditures, CHS spent over $4,000 on repairs and restoration of the Stone Church. They currently are waiting to hear about a $10,000 grant for repairing the belfry of the Stone Church.

B. Education Funding: The SB reviewed a copy of the “Resolution for Sustainable Education Funding Reform in Vermont," which states Vermont can achieve a sustainable Education future:

· Create a more diverse education funding system, sharing the costs equally between all our tax resources (income, sales, rooms & meals, and property taxes)

· Simplify the education funding system so it can be understood by the average taxpayer.

Continued reliance on the education property tax will have a material impact on local government's ability to provide vital services (police, fire, roads etc.) to residents.

 Therefore be it resolved that Vermont Towns & School Districts support capping Education Property Tax rates at FY2015 levels for the next 2 years, to allow the Legislature to make the necessary funding reforms that will sustain our Education system into the future.  (It is not the intent of this resolution to cap overall education spending).

 Representative Mark Huntley was on hand to discuss this resolution. His opinion, as well as that of town manager, Rich Svec, is that small towns will be adversely impacted by the resolution. Huntley noted that property owners are demanding that the legislature do something about the high costs of property taxes for education (VT pays 20% more than the national average). One way or the other, this will be a high priority for the upcoming session.

 The SB took no action on the resolution.

 C. Trustee of Public Funds: Diane McNamara submitted a letter of resignation from this position, which was accepted with reluctance by the board. Jane Pixley submitted a letter to fill the vacancy, which was approved.

 D. Broadband Access: The town’s letter to TDS describing the issues many residents are having with their Internet service, has yet to be sent. However, various residents have contacted both TDS and the Vermont Telecommunications Authority (VTA). Note that the Internet is an unregulated service, and therefore there is no legal authority in the state. TDS has responded to some of the inquiries by basically saying they are aware of the problem, they have no plans to upgrade, and users can drop their Internet service without a penalty.  Because there are serious issues with connectivity for both Internet and cell service, it was recommended that the SB establish a Telecommunications Committee as these are key for businesses, home purchases etc. SB member Wendy Reiger, speaking as an individual and not a member of the board,  noted that when you move to places like Cavendish, you have to accept trade offs and basically it is unrealistic to expect the type of communications services in a city to be available in a rural town like Cavendish.

 The SB did not act on the recommendation of a Telecommunications Committee.

 E. Cavendish Local Basic Emergency Operation Plan (LEOP): The plan was approved, adopted and signed by the SB. Due to confidential information this document is not available to the public, but a similar document, minus such information, will be available at a later date.

F. Sustainability

• ERP (Ecosystem Restoration Program) Grant: The town has received an extension on the grant, as there have been difficulties with the three parcels of land the town plans to purchase and manage as part of flood control.

 • Solar Project: The town has signed a contract with Prudent Living,  who has helped the town in being awarded a $12,500 grant from the Energy Development Fund. The sandy soil will require additional expenditures to put in the posts for the solar panels. This could add an additional $24,000 to costs, but there is plenty of wiggle room in the $450,000 proposed budget with amply return on investment. Prudent Living is scheduled to have the project operational by Dec. 31, 2014.

G. Infrastructure

• Bridge # 37 (Davis Rd): A contract was signed on 10-13-14 with J.P.Sicard, Inc. of Barton VT. Work will begin on Nov. 3 and will be done in two phases. The old bridge will be removed and the site prepared before the end of the 2014 construction season. Concrete and bridge completion will take place as soon as possible in the spring. There will be some road closures.

 • Municipal Water: Tighe and Bond, been hired to write the town’s comprehensive Operations and Maintenance Manual and to do the permitting of well #2. The media in the iron removal filtration vessel needed to be changed. This was required sooner than anticipated because of the naturally occurring high iron content in well #1. With well #2 coming on line, this should help reduce the total water iron content.

 • Highway: There is sufficient sand and salt in place in the event of an early snow/ice event. Equipment is in good shape and the town is ready for the winter season ahead.

H. Recreation Dept.: Soccer season is winding down and basketball season is not far off. There is on-going discussion about a skate board park at Greven Field. Rec. director, Terry O'Brien, is looking into a low cost ice skating rink at Greven during the winter months. 

 

 

Crime Watch: Cavendish Burglary

On October 10, 2014 (Friday), at approximately 2055 (8.55 pm) hours, the Vermont State Police received a call regarding a burglary located at 379 High Street in the Town of Cavendish, Vermont.

 The call was placed by Christopher Phelps, age 50, who informed the Vermont State Police that someone was in his house. Phelps informed Troopers that someone went through drawers and moved things around, but only took change.

 Approximately $4 was taken from the residence between the hours of 0900 and 1530 (3:30 pm) hours on October 10. This case is still under investigation and anyone with information regarding this burglary is urged to contact the Rockingham State Police barracks at 802-875-2112.

Alert: Water Line Insurance Advertising: Residents are receiving a letter from HomeServe Insurance company that begins, Proctorsville homeowners may not be aware that they are responsible for the water service line on their property.” While this may appear to look like an official or governmental document, it is not and town manager Rich Svec has made it clear that the town does not endorse this company.  If you have concerns, please contact the town office, 226-7792.  PFD Receives VT Homeland Security Grant: We have once again been selected to receive a VT Homeland Security Grant for new radios. Our last award was in 2010 for 14 new handheld radios and 1 mobile radio totaling just under $9,000. This year for 2014 we requested and were awarded 20 new handheld radios, 14 new pagers and 6 mobile radios, totaling just over $24,000. This was a much-needed grant as our number of active volunteers has grown over the last couple of years creating a need. Since 2010 we have received nearly $330,000 in grants to purchase equipment. We also have 1 more grant out for new air packs and a Thermal Imaging Camera totaling almost $70,000. We should hear about the results of that grant by the end of the year.

 VT Police Warn of Counterfeit Cash: VT State police State police report that counterfeit $50 and $100 bills have been turning up for the past several weeks, mainly along the Interstate 91 corridor. Police say the bills in these cases are older in appearance and do not have many of the security features in newer bills. Store clerks may be able to detect the feel of the paper or the lack of a raised texture seen in real cash. And police say many stores will mark bills they receive with an iodine-based pen; that reacts to the starch in the paper. If the bill is fake the ink turns a dark blue or black.  2. CEMETERY TOUR & OTHER CHS FALL EVENTS: The Cavendish Historical Society (CHS) will hold its annual cemetery tour on Sunday, October 12 at 2 pm. Thanks to the efforts of Kem and Svetlana Phillips, the gravestones were cleaned this summer so it’s possible to read the inscriptions of such former Cavendish residents as Tarbell and Chubb. Along with the private burial plot of the Coffeen family, this is the oldest cemetery in Cavendish and contains the graves of a number of Revolutionary soldiers and first settlers.

 Many of the grave markers are made of slate and show the funerary art of the late 1700s and early 1800s. Urn images decorate a number of markers, which emphasized the mourning of those left behind. Weeping willow trees were another popular image and again focused on the mourning and sadness of those left behind.

 This is a free event and suitable for old ages. Tour participants should meet at the Museum at 2 pm in order to car pool to the cemetery. Be prepared for a short hike up a hill. This is also the last day the Museum will be open-2-4pm- for the summer season.

 Please note that rubbings are not allowed at this cemetery due to the condition of the stones.

 Other upcoming events:

• Dias de los Muertos Workshop (Day of the Dead): Nov. 1 is our annual Dias de los Muertos workshop, from 3-5 at the Gethsemane Episcopal Church off of Depot Street. Half way between fall and winter solstice, many cultures believe this is a time when those who have died return to visit the living. Our focus is on the South American customs, particularly Mexico. Activities include: Sand painting, skull cookie decorating; sugar skull decorating (they're made of plaster); papel picado (Mexican paper cut banners); paper flowers; and creation of a community altar.  This is a free event but donations are appreciated.

 • Fall Supper and Sale: Nov. 8 is the first of what we hope will be a tradition of an annual fall supper and sale. The menu will include pork roast, mashed potatoes and gravy, vegan option for main dish, green beans, butternut squash, applesauce, homemade biscuits, dessert (crisps, pies and ice cream) Gluten free options. Sale items, beside the normal CHS books and photographs, we will also be selling some of the “crickets” wooden kneelers from the Cavendish Stone Church. Cost is $10 for Adults, $5 for children under 12 and free for children under 6.

 3. FIRST ANNUAL YOGI MCNAMARA MEMORIAL RUN FEST: Yogi (Roger) McNamara was the guidance counselor for the River Valley Technical Center in Springfield and lived in Proctorsville for 28 years. He could often be seen running the roads around town. Yogi died Oct. 22, 2013 and with his passion for running, as well as youth, it is fitting that “Yogi’s Young Runners” was established.

 The first Annual Yogi McNamara Memorial Run Fest to benefit “Yogi's Young Runners" will be held on Nov. 1, 2014 and will include three races. Start times and trails are as follows:

• 10K Race: Starts at 9 am across from the Cavendish Town Hall. Race will begin on Mill St., and proceed over bridge and under train trestle, turning left onto Cavendish Gulf Rd..  Will continue to a right hand turn onto Densmore Rd. and proceed to a left onto Perley Brown Rd. into Proctor Piper State Forest.  Runners will turn right onto Pratt Hill Rd., and follow through State Forest, to Depot St., turning left.  Route will turn right onto Greven Rd., then right onto RT 103, and finish into the Greven Field driveway.

•  5k Race: Begins at 10:30 am at  Greven Field and will enter RT 103, turning left, and proceeding to a left onto Greven Rd., and at end, left onto Depot St.  At RT 131, runners will turn left, continuing to intersection or RT 131 and 103, turning left, finishing with a left onto Greven Field driveway.

• Kids Fun Run: Begins at 11:30 am and will be entirely on the Greven Field Nature Trail.

Food and drink will be available at the Greven Field Snack Shack immediately following races. Race applications will be online; there will also be race day registration available.  4. GREVEN FIELD FALL CLEAN UP: Baseball has long past and soccer is coming to a close, so it is time to put Greven Field to bed for the winter.

On Sunday, October 19th, rain date the 26th, at 10:00 a.m., we will be cleaning up the fields and all areas. The park is in good shape, but many hands will make light work of the chores needed to have it ready for the spring. There will be a BBQ for all workers, maybe a little family soccer or softball, weather permitting.

 Please bring leaf rakes, shovels, edgers and a wheelbarrow, if possible. We will be at it for a while, so just come when you can!

 5. YOUR MONEY 101: Black River Good Neighbor Services, Inc. has teamed up with Berkshire Bank to offer a free interactive learning session on managing personal finances.  The first meeting will be on Wednesday, October 29th at 6:00 p.m. and will be held at the United Church, corner of Pleasant and Elm Streets in Ludlow.

The evening will include childcare and a pizza dinner for all participants.  The program will cover a variety of finance related topics including budgeting, checking account management, and interest – how to earn it and how not to pay it.  There will be more topics if time permits and there is no prerequisite training required.

The program is free and pre-registration is not required, but for planning purposes the staff requests that you please let them know if you plan to attend.  You can either call 228-3663 or visit the BRGNS thrift store at 37B Main Street and tell them of your interest.  They look forward to seeing you.  6. EVENTS: Saturday is the 5th Annual Singleton’s Cook Off and Sunday is the last day the Cavendish Historical Society Museum will be open. This year’s annual cemetery tour (Sunday at 2 pm) will be to the Old Revolutionary Cemetery. Monday is Columbus Day and the town office, as well as other state and federal offices, and the schools will be closed. The monthly select board meeting will be on Tuesday, Oct. 14, 6:30 pm at the town office. An agenda will be posted to The Dish  as soon as it’s received.
